Description

The 60th Contracting Squadron, Travis AFB, California intends to award a sole source, firm-fixed price contract to Sysmex America, Inc. to provide a XN-1000 (or equal) Hematology Analyzer and reagents IAW the Statement of Work (SOW) for equipment located at David Grant Medical Center, Travis AFB, California. The XN-1000 sold by Sysmex is the only hematology analyzer with an FDA approved method for reportable Immature Granulocyte count, and is the only hematology analyzer that can fulfill the requirements at Travis AFB, CA. Lack of competition exists due to multiple contractors� inability to provide proof of an Authorization to Operate in accordance with Defense Health Agency�s Approving Official. Sysmex is the only source that can provide this requirement due to the Defense Health Agency�s Risk Management Framework Policy, stating that an Approving Official must certify offeror�s Information System (i.e. equipment) before it is able to interface with the Genesis network. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 6.302-1. This authority is supported by an approved Single Source Justification. It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 334516. The size standard as defined by the U.S. Small Business Administration is 1,000 Employees. THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATION. A solicitation package will NOT be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government.� All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government no later than 24 August 2021 at 1300. Information should include but shall not be limited to proof of a current or provisional Authorization to Operate. Only eligible offerors will be considered in the vendor, competition pool and will be validated by Defense Health Agency�s Approving Official. Summary of Specifications: Hematology Analyzer: a. Must not exceed (Max 864 kg (1,904 lbs.)) b. Analyzer must fit through a doorway that is 24� wide and 83� in height. c. Must include a pre-dilute sample access mode which requires lower sample volume to perform full hematology reportable test profile d. All equipment must be on the MHS Genesis Approved Product List (APL) and must have a current Authorization to Operate (ATO).
