Description

WHS/AD proposes to issue an extension of services under task order number HQ0034-16-F-0063 using a firm fixed price structure, to the incumbent, Science Applications International Corp (SAIC), Program Resources and Information Systems Management (PRISM) Decision Support Services, without using full and open competition. The current task order expiries on May 31, 2021. The effort is to continue providing development and operational support to the Department of Defense (DoD), Cost Assessment and Program Evaluation (CAPE), Program Resources and Information Systems Management Division (PRISM). The period of performance was originally extended by 2.5 months from June 1, 2021 to August 15, 2021. This amendment will extend the period of performance by another 1.5 month which will move the end of the period of performance to September 30, 2021 with a total estimate of $171,714.84. The total estimated dollar value of the extension as amended $424,510.16. This includes the 2.5-month cost of $252,795.32 which was already approved, and the additional 1.5-month cost of $171,714.84. The additional month will be funded with O&M with FY21 funds. A sole source notice was posted on beta.SAM on July 16, 2021 for 15 days. The purpose of the notice was to notify industry of the Government�s intent to extend SAIC�s task order for 1.5 months, ending September 30, 2021. The notice specifically stated, �the anticipated period of performance extension is for 1.5 months from August 16, 2021 to September 30, 2021. The Government, however, only executed the Limited Sources Justification (LSJ) for 2.5 months using FAR 52.217-8 �Option to Extend Services.� Nevertheless, the Government will need an additional 1.5 month totaling to four months to award the competitive long term contract.
