Description
This is a notification that the Missile Defense Agency (MDA) intends to issue a sole source, modification under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy the Agency requirements without unacceptable delays. This modification, issued to Aerojet Rocketdyne Coleman Aerospace (AR Coleman), 7675 Municipal Drive, Orlando, Florida, to continue to provide a Task Instruction (TI) vehicle available for a quick-turn, pre-priced solution to address emergent requirements such as failure investigations, analysis, and/or design changes driven by the evolving threat requirements of the Integrated Master Test Plan (IMTP). This effort is currently being performed on contract HQ0147-14-C-0001 awarded to the prime contractor AR Coleman on October 31, 2013, for a base quantity of six (6) and option quantity of twelve (12) Medium Range Ballistic Missile (MRBM) Type 1/Type 2 target vehicles. This modification effort will increase Direct Productive Labor Hours for Contract Line Item Number (CLIN) 0213 up to 57,418 hours for emergent TI requirements from Fiscal Year 2020 � first quarter Fiscal Year 2028 and increase incidental non-labor costs on CLIN 0214 to allow AR Coleman to support the IMTP. Only AR Coleman is capable of providing the highly specialized services required to execute Missile Defense System engineering activities such as quick-look analysis of potential payload modifications, analysis of alternative test scenarios, studies and analysis, software maintenance and support, engineering test support, resolution of unanticipated design or implementation issues associated with support equipment, integration, concept of operations and interfaces. Award to any other source than AR Coleman would both result in substantial duplication of costs not expected to be recovered and result in unacceptable delays in meeting MDA�s requirements. This notice is not a request for proposals. This action will result in a modification to the current HQ0147-14-C-0001 contract, which is necessary to allow for support of critical MRBM test missions. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than September 17, 2020, 5:00 pm, central time and should be submitted to Ms. Jamie Nelson, Contracting Officer, via email jamie.nelson@mda.mil.
