Description
The Naval Facilities Engineering Command Southeast (NAVFAC SE) has a need for a contract to provide services for performing remedial actions at environmentally contaminated sites. This Acquisition Plan summarizes the strategy to award a competitively negotiated Firm Fixed Price (FFP), Indefinite Delivery - Indefinite Quantity (IDIQ) Environmental Multiple Award Contract (EMAC) to meet that need primarily at U.S. Navy and Marine Corps installations and other Government agencies within the NAVFAC SE Area of Responsibility (AOR), which includes the states of Alabama, Arkansas, Florida, Georgia, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, South Carolina, Tennessee, and Texas, also include are Andros Island, Guantanamo Bay, and the Caribbean Islands. Contaminated sites addressed under this procurement will consist of those ranked on the EPA�s Superfund National Priority List (NPL) as well as non-NPL sites regulated under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), state Underground Storage Tanks (UST) rules and regulations, and other sites which might require remedial action. The contaminants of concern are predominantly chlorinated solvents, petroleum contaminants, metals, munitions and explosives of concern, munitions constituents, polychlorinated biphenyls, polycyclic aromatic hydrocarbons, pesticides, and radiological contamination. Contaminants may be present in soils, sediments, groundwater, surface water, indoor air, and man-made structures. Contaminated sites may include, but are not limited to, landfills, hazardous waste treatment storage and disposal facilities, USTs, dry cleaner facilities, former industrial operations, fire-fighting training areas, former ranges, and other facilities. The basic contract will include remedial design, remedial action, and long-term management and monitoring activities, such as: remediation of contaminated soil and groundwater sites, pilot and treatability studies, operation and maintenance of remedial systems, optimization of remedial and longterm monitoring systems, remedial action work plans and other remedial design documentation, long-term monitoring work plans and sampling and analysis plans (e.g., Uniform Federal Policy (UFP) SAPs), predesign field investigations to firm up design bases for remedial actions, removal and demolition activities, expedited and emergency response actions, and other related activities associated with returning sites to safe and acceptable levels. The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. The requirement is performance-based, in accordance with FAR Subpart 37.6, Performance Base Acquisition. The North American Industry Classification System (NAICS) Code that applies to the principal nature of the acquisition is 562910 � Remediation Services. The product and service code (PSC) for the seed project will be F999, Other Environmental Services, Studies, and Analytical Support. For future proposed task orders, the Contracting Officer will select the appropriate PSC based on the preponderance of work to be performed. The Government intends to issue one solicitation to procure approximately five (5) separate contracts with five (5) year ordering periods for a maximum of sixty (60) months.
