Description
RadPack Service Life Extension Program (SLEP) Solicitation #: �70RWMD21RFI00000009 This is a synopsis of a Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office (CWMD) requirement to be solicited on a sole source basis to: Sensor Technology Engineering 30 South Calle Cesar Chavez, Suite D Santa Barbara, CA 93103 This is a noncompetitive action under FAR 6.302-1.� Based on CWMD�s market research and in-depth knowledge of backpack-based radiation detection systems, Sensor Technology Engineering (STE) is the best qualified company to execute a Service Life Extension Program (SLEP) for DHS�s inventory of RadPack backpack systems. �CWMD previously procured all of DHS�s RadPack backpacks, including proprietary hardware and software components, from STE. � DHS RadPacks are fielded by DHS�s operational components, primarily by the U.S. Coast Guard and Customs and Border Protection to support their radiation detection missions. �These systems are used for primary radiation screening to detect and localize radiation sources for both wide-area-search and small vessel standoff detection (SVSD) missions. The Government anticipates awarding a stand-alone contract as a result of the solicitation. �The Government is not utilizing a General Services Administration Schedule or any sort of Government-wide or multiple-award contract to issue an order. The primary place of performance will be at STE�s facilities. �The period of performance will include a 12-month base period and two 12-month option periods. No response to this synopsis is requested. �All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than September 3, 2021 at 5 pm eastern time. The following is a summary of the requirement: DHS is committed to using cutting-edge technologies and scientific talent in its mission to make America safer. �CWMD is tasked with supporting operational partners in their missions to prevent WMD use against the Homeland and promote readiness for chemical, biological, radiological, nuclear, and health security threats. �One element of the CWMD�s procurement portfolio is providing backpack-based radiation detection systems capabilities, which includes the RadPack from STE. CWMD has a requirement to extend the service life of DHS�s inventory of RadPack systems through implementation of a SLEP that repairs, updates, and brings RadPacks to a common hardware and software configuration baseline.� This activity includes inspection and testing, replacement of control modules, updating control module software, adding/updating EMI protection, updating gamma detector modules, replacing foam assemblies replacing wear parts, providing stock spares, replacing backpacks (bags), and providing a repair/replace warranty. STE is the only vendor capable of providing this service life extension program with the required support. To perform this work, the contractor will need to have the following minimum capabilities: Deep understanding of the design, assembly, inspection, troubleshooting, and testing of the RadPack Proprietary knowledge of the radiation detection algorithms, software, firmware, and hardware within the RadPack Access to components, parts, software, and firmware to repair, update, and bring RadPacks to a common hardware and software configuration baseline Qualified personnel to perform the SLEP Attachments/Links No attachments or links have been added to this opportunity.
