- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; THERE WILL NOT BE A SEPARATE PRE-SOLICITATION NOTICE POSTED WITH THIS ACTION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be a 100% set-aside for Small Business. The solicitation number is W912HN21Q5024, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 483212-Inland Water Passenger Transportation with a small business size standard of 500 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06. Title of Requirement: Fort Sumter Subsurface Investigations Barge Rentals Description of Requirement: The Contractor shall provide a spud barge and tugboat capable of operating within 4 to 30-feet of water in order to support drilling operations in Charleston Harbor adjacent to Fort Sumter. The purpose for using a spud barge is to provide a safe, stable, work platform for USACE drilling crews while drilling operations are underway. The spud barge and tugboat shall be fully manned and capable of supporting drilling operations within the mouth of the Charleston Harbor. The estimated number of days to complete the drilling mission, including weather delays, is 3 days; this does not include the time to mobilize the vessel to Fort Sumter. The estimated number of days may change depending on customer needs. The Contractor shall also supply a crew boat to transport the drilling crew and any supplemental supplies to and from the barge; a crane capable of lifting up to 40,000lbs to load and unload a drill rig and supplies, if necessary. The Contractor will supply adequate dock space to load and unload necessary supplies and equipment for use in the proposed contract. Submission Requirements: Fill out the Request for Quotes (RFQ) on page 6, provide the unit and total cost for CLINs 0001 and 0002 on page 12, and provide evidence of technical capabilities that are annotated Basis of Award on pages 3-4; and return via email to kassandra.n.robinson@usace.army.mil�and whittni.c.hiscox@usace.army.mil�by September 8, 2021 at 3:00 p.m. EST. Basis for Award: The Government has the right to reject any and all offers. The Government will make an award to the lowest priced, responsible, responsive quote that meets or exceeds the requirements stated, and whose proposed price has been determined to be fair and reasonable. This is in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation-Commercial Items, and FAR 9.104. The Government reserves the right to cancel this solicitation.
