- This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide steam generators and mounts to support three autoclaves. (A) The solicitation number is 12905B21Q0094 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-6. (C) This solicitation is issued as a Total Small Business set aside. The associated NAICS code is 332410 the small business size standard is 750 employees. (D) List CLINS, item descriptions, quantities and units of measure: CLIN 1 � WAB 312 Steam Generator(s) per specifications listed in (E) mounted for single cabinet enclosure, quantity: 1ea. CLIN 2 � WAB 316 Steam Generator per specifications listed in (E) mounted in freestanding frame within cabinet enclosure, quantity: 1ea. (E) Description/Statement of Work/Specification: Statement of Work:� Western Annex Building Room 312 & 316 SAF (The Intended Site of Placement) � Purchase of two or three electric steam generators This statement of work reflects the requirement for the USDA-WRRC�s purchase of two or three electric powered steam generators.� These generators are not associated with any project or associated labor to install.� They are intended to be provided as Government Furnished Equipment (GFE) to a selected contractor in a separate, future project.�� Requirements & Specifications for WAB electric powered steam generators WAB 312: Electrically Heated Steam Generator (ONE or TWO) (to power two autoclaves). In market research, we were provided two options � one large generator to provide stream from both autoclaves, or two smaller generators to provide steam to each autoclave. Possible models or equal include: CSS Model SR-24C, SN 111899 Steris Amsco model LG250 SN 0326614-10 (20x20x38) liquid & gravity only Must provide 97% water vapor quality Must contain a carbon steel vessel insulated with 2 inch thick glass fiber Must be remote mounted in Single Cabinet Enclosure Option One (Consolidated) Two generators: One must be 45 or greater KW, other generator must be 25 or greater KW.� Option Two (Steris) One generator 100 KV Powered with 480V Must have Automatic Generator Blowdown with Motorized Ball Valves.� Must be ASME Stamped and CSD-1 Compliant. � Must have automatic water fill, feed water pump, and low water cutoff. WAB 316 (SAF): Electrically Heated Steam Generator (ONE) (to power one autoclave) Possible models include: CSS Model SR-26B, SN 012216 Must provide 97% water vapor quality Must contain a carbon steel vessel insulated with 2 inch thick glass fiber Must be 45 or greater KW Powered with 480V Must have Automatic Generator Blowdown with Motorized Ball Valves.� Must be ASME Stamped and CSD-1 Compliant. � Must have automatic water fill, feed water pump, and low water cutoff. Must be mounted in freestanding frame within cabinet enclosure. (F) Date(s) and place(s) of delivery and acceptance: 30 days after award delivered to USDA ARS PWA WRRC �800 Buchanan Street Albany, CA 94710. All items shall be sent FOB Destination. (G) FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements. (H) Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. �An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. (M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. (N) Date, time and place offers are due.
