SOURCES SOUGHT ANNOUNCEMENT 832118770.00 The Defense Information Systems Agency (DISA) is seeking sources for Joint Operations Center Course Development CONTRACTING OFFICE ADDRESS:� 2300 East Drive, Scott Air Force Base, Illinois 62225 INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of Service-Disabled Veteran-Owned Small Businesses to provide the required products and/or services. DISA�s Joint Operations Center (DJOC) and J3 line of business are seeking information for potential sources to design, develop, and instruct the DJOC training program to include course curricula, written materials, face-to-face training, assessments and certifications. Estimated Period of Performance (PoP) Dates Base Period: 30 September 2021 � 28 February 2022 Option Period 1: 1 March 2022 � 28 February 2023 Option Period 2: 1 March 2023 � 28 February 2024 The primary place of performance for the DJOC Training Support will be DISA HQ, 6910 Cooper Ave Fort Meade, MD 20755. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT ANNOUNCEMENT IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: DJOC exercises the command authority of the DISA director to operate and assure the DISA enterprise infrastructure and Command and Control (C2)/information sharing services (e.g. networks, computing, and mission assurance). DJOC enables persistent and assured global services across the enterprise with its mission partners in support of the combatant commands, agencies, and national leadership. DJOC provides C2 of DISA Network Operations (NetOps) centers for the DISA director giving the director and staff situational awareness of DISA services and the ability to direct DISA�s activities in support of Department of Defense (DoD) and cyberspace operations. DJOC exercises robust and redundant C2 of all DISA resources under all circumstances, which include cyber-attack, physical attack, and natural disaster. This is a new requirement to fulfill DJOC�s training requirements. REQUIRED CAPABILITIES: A draft Performance Work Statement is attached and should be reviewed prior to responding to this Sources Sought. The prospective contractor must provide DJOC Current Operations (CUOPS) Concept of Operations (CONOPS) introductory and intermediate level training courses which introduce students to the organizational framework and functions of the DISA Joint Operations Center (DJOC) including Areas of Responsibilities (AORs), organizational framework, assessments, and DJOC leadership, DJOC watch roles and key processes. In response to this sources sought, interested sources must: 1) Demonstrate that you have established a training program for a 24x7 Global Joint Operations Center, to include a certification and revalidation program; 2) Describe your experience supporting a 24 x 7 Operations Center; 3) Describe your experience in cyber defense of the DODIN and/or DISN; 4) Specifically, what expertise would your staff bring in internal cyberspace operations that can be leveraged to develop a robust training program and facilitate specific discussions related to DISN operations, infrastructure, and defense? 5) Describe the company�s experience working with USCYBERCOM and JFHQ-DODIN as they relate to the DODIDN and DISN. SPECIAL REQUIREMENTS Interested sources must have top secret facility clearance.� Please provide your current Facility Clearance level. Contractor personnel must have a TS-SCI security clearance. All performance must comply with section 508 accessibility standards. SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 541519 with the corresponding size standard of $30 million.� To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative and their business title; Type of Small Business; CAGE Code; Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and does not preclude your company from responding to this notice.) Vendors who wish to respond should send responses via email no later than August 26, 2021 by 4:00 central time to clinton.c.rohloff.civ@mail.mil.� Interested businesses should submit a brief capabilities statement package addressing the specific questions (no more than five pages) and demonstrating ability to perform the services listed under Required Capabilities.��� �� Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned.� All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
