Description
The Regional Health Contracting Office-Central, JBSA FT Sam Houston, Texas is issuing this sources sought as a means of conducting market research to identify parties that have an interest in and the resources to support a requirement for URINALYSIS AND BODY FLUID ANALYTICAL SYSTEM at Weed Army Community Hospital, Fort Irwin, CA 92310. �The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516. This will be for a Base and Three (3) option years starting October 1, 2021 to September 30, 2025. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the capacity and authority to provide the following: 1. This contract will be a cost per test contract. 2. Contract will consist of a base year plus up to four renewable option years. 3. Contract may be cancelled by either party by giving the other party a thirty day notice. SYSTEM CAPABILITIES 4. The system is capable of analyzing body fluids such as urine, peritoneal fluid, synovial fluid, and spinal fluid if the spinal fluid has sufficient particles. 5. The system will be one single system maintained by a single vendor. 6. The system should operate off of 110 or 220 current at 50?60 hertz. 7. Calibration should hold for at least three months once the system is calibrated. 8. Any waste must comply with California and any federal waste standards. Ideally, the waste will be capable of being emptied into the hospital�s waste water drainage system. If these requirements cannot be met then the vendor must pick up and dispose of any waste not meeting these standards. SYSTEM COMPONENTS 9. Vendor will provide the analytical system, keyboard, printers, scanners, uninterrupted power system, and any other peripherals, hardware, or software to keep the system operational at all times. ANALYSIS OF SAMPLES 10. Fully automated from the time a sample is loaded until analysis is complete. 11. Can perform the chemistry tests on a dipstick and perform a microscopic urinalysis as well with all transitioning of the sample to take place in or on the system. (No manual handling of the sample by the operator to transition from one to the other). 12. Chemistry testing for urine must consist of at least the following tests: Leukocyte Esterase, Nitrate, Protein, pH, Blood, Specific Gravity, Ketones, and Glucose. NOTE: These tests are frequently done on what is called a �dipstick�, on which the testing reagents are affixed. If the vendor�s dipstick includes additional tests then that is acceptable. 13. Particle or microscopic testing for urine and most other body fluids will consist of a minimum of white blood cells, red blood cells, hyaline casts, epithelial cells, and bacteria. Any particles for which the analyzer is unsure will show on a screen. The unknown particles can then be examined by an operator and categorized as required by the operator. REAGENTS, CONTROLS, CALIBRATORS, AND OTHER CONSUMMABLES REQUIRED FOR ANALYSIS The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
