- Geochemical analysis of igneous and sedimentary rocks Notice of Intent 40543399 This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase with ALS for the analyzing the genetic origins of magmas emplaced in the region being investigated by using high resolution geochemistry analyses for samples, plus standards and replicate results as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. ALS is, to the USGS� knowledge, the only source who can provide comprehensive analytical packages that report high precision concentrations, with low detection limits, for several incompatible elements critical to petrogenetic interpretation of igneous rocks and several earth elements. This combination of total compositional characterization and level of precision with low detection limits is unavailable from other contract labs. Also, ALS has a long record of work with a substantial data set of duplicate analyses of USGS Rock Standard Reference Materials. As a result, ALS has a well constrained record of the analytical reproducibility and accuracy needed for this work. Further, analyses performed under this contract will supplement data obtained from the same physiographic province since 2013. The data from this project will benefit from having an internally consistent document of analytical procedures and detection limits. Switching labs now will introduce unnecessary complexity in metadata documentation because we would need to report data obtained at multiple labs, using different techniques, elements, and levels of detection. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. Any submitted offer should include a detailed technical proposal outlining how it meets the requirements of the SOW. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380. Responses or inquiries shall only be accepted through electronic mail addressed to jriccomini@usgs.gov and must be uploaded and received in their entirety no later than 1200 hrs PDT 20 Aug 2021.
