- Special Notice The General Services Administration, Public Building Service, Special Programs Division, Denver, Colorado has issued sole source contract modifications in accordance with FAR 6.302-1 to extend the following Indefinite Delivery Indefinite Quantity (IDIQ) Contracts through June 30, 2022. The contracts provide Architectural and Engineering (A/E) and other incidental services which are substantially or to a dominant extent, expected to require performance or approval by a registered or licensed architect or engineer.� Contractor Contract Number Period of Performance Extension N. (TSK) GS-07-P-16-UC-D-7009 November 2, 2021 � June 30, 2022 CEMS Engineering, Inc. (CEMS) GS-07-P-16-UC-D-7010 December 2, 2021 � June 30, 2022 The Government is in the process of procuring follow-on services to meet the requirements and has posted a combined solicitation/synopsis on�beta.SAM.gov under solicitation Number 47PA0320R0010. �The solicitation/synopsis closed on April 30, 2021.It is anticipated that new contracts will be awarded on or about June 30, 2022.��Therefore, this sole source extension is necessary to bridge the gap between the current contracts and new awards to ensure continuity of services and support the transition to the new contracts.� The description of the work to be performed: -The Contractors shall plan, schedule, coordinate and ensure the full, effective, and economical performance of all services ordered under the contracts.� -Services include the commission of activities to provide professional, technical and other services required for the development, design, quality assurance, and quality control of a project�s functional expectations for repair, alteration, renovation and new construction.� The period of performance will be through June 30, 2022.� The statutory authority permitting other than full and open competition is 41 U.S.C 3304(b)(2) as cited in FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" This extension is issued to facilitate continuation of services.��A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building Architectural and Engineering services to accomplish the programs of SPD and client agencies.��These extensions will provide services without disruption by firms with unique technical qualifications for A/E services. The Contractors have been providing acceptable A/E services to GSA during the current contracts, each of which includes a one-year base period and four one-year options. Description The current IDIQ Contracts were solicited under full and open procedures in accordance with FAR Subpart 36.6. Competitive pricing (labor categories and hourly burdened labor rates) for ordering against the IDIQ Contracts were established at the time of award.�� � SPD has a valid mission need for continuation of the contracts for A/E services through June 30, 2022. These IDIQ Contract Extensions are crucial to ensure that the important mission of reliant Federal agencies is not interrupted. A lapse in coverage will result in significant cost impacts to the Government as these A/E IDIQ contracts provide unique, efficient vehicles while supporting small business. Without these IDIQ contracts, SPD would be left to procure each project individually in accordance with the Brooks Act. Brooks Act procurements take a minimum of 12 months and longer for complex or multiple awards. SPD would not have had the specialized experience for A/E contract services available for the gap between the expiration of the contracts and the award of the new contracts if the contracts had not been extended. Services are not available through the inhouse staff. This special notice is neither a request for a competitive proposal nor a solicitation for offers.��It is provided in accordance with FAR Subpart 6.305. ��Additional requests for information, status or clarification pertaining to this notice shall be declined by the Government.� �
