- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Hazardous Waste Removal and Disposal Services for VA Greater Los Angeles Healthcare System (VAGLAHS) The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22, Network Contracting Office 22 hereby submits a notice of intent to award a sole source firm-fixed-price contract for hazardous waste removal and disposal services with Philotechnics, LTD to provide radioactive waste removal services. The period of performance for this requirement shall be for one year. Contractor shall provide all necessary labor, personnel, supplies, travel, supervision, equipment, tools, and materials to perform low-level radioactive material (RAM) removal and disposal services in accordance with the terms and conditions of the contract. The Contractor shall perform to the standards in the contract as well as all local, state, and Federal regulations, including but not limited to, the United States Nuclear Regulatory Commission; US Department of Transportation; and the US Environmental Protection Agency. Services shall be performed at the VA Greater Los Angeles Healthcare System 11301 Wilshire Blvd. Los Angeles, CA 90073. The VAGLAHS Radiation Safety Department has five 55-gallon drums and sealed sources of long-lived low-level radioactive waste that cannot be held for decay-in-storage. There is also a benchtop contaminated with C-14 that contains asbestos. The countertops shall be removed and disposed of in accordance with waste disposal regulations for mixed waste and asbestos by contractor. Contractor must be a waste broker which is an intermediary company between the VA and the final disposal site for the hazardous waste material. Participating Facilities: VA GREATER LOS ANGELES HEALTHCARE SYSTEM This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the requirement based on the application of FAR 6.302- 3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive and would not hinder the mission or objective. Responses are due on Monday, August 30, 2021 at 10:00 AM PDT to the attention of Imelda Martinez, Contracting Officer at Imelda.martinez@va.gov.
