Description
The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for Lease of the CareFusion Pyxis® Pharmacies to CareFusion Solutions, LLC. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is Aug 26, 2021. The contractor will provide the associated leased products to the Pharmacy Services at Tennessee Valley Healthcare Service, Nashville VA Medical Center, 1310 24th Ave. S, Nashville, TN 37212 and Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129. NAICS code: 339112 Surgical and Medical Instrument Manufacturing (SBA Size Standard 1000 Employees) PSC: 6515 Medical and Surgical Instruments, Equipment, and Supplies This acquisition requires compatibility with the existing CareFusion Pyxis® Enterprise Server ADC system currently supporting the communication of platforms within the medication use process, particularly with the TVHS Bulk to Unit Dose Auto Re-packager units located at the main pharmacies on the Nashville and Murfreesboro, TN campuses. Acquiring a system from another manufacturer will result in the duplication of Government costs associated with system certification, lengthy network re-configuration and integration, and widespread re-training of approximately 2000 TVHS clinicians and pharmacy staff. The only vendor capable of fulfilling the requirement in its entirety is CareFusion Solutions, LLC., a large business and manufacturer of the required equipment. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE CAREFUSION PYXIS MEDSTATIONS in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 4:00 PM Central. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
