Description

The Naval Research Laboratory (NRL) intends to issue a solicitation for �Research, Development and Engineering Support for Specialized Aerospace Systems�.� The scope of the contract provides for the execution of specific systems engineering, analytical, and technical tasks to support evolving aerospace technology. These tasks may extend from mission concept design and feasibility analysis through on-orbit operation of space systems. Flight system activities may include design of appropriate hardware and systems; systems engineering, analysis, planning, and management for the collection, reduction, analysis, and documentation of experimental and operational data; modeling and simulation; test and evaluation; and logistics support. It is anticipated that an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single award type contract will be awarded with an ordering period of five (5) years. Task orders are expected to be issued as cost-plus-fixed-fee.� Award(s) will be made based on best value to the Government through the tradeoff source selection process. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees. This is a pre-solicitation notice, no solicitation has been issued; therefore, do not request a copy of the solicitation. To be eligible for award, Offerors must be registered in the Beta.SAM database.� Offerors may obtain information on registration at https://www.beta.sam.gov .� It is anticipated that the solicitation will be available at Beta.SAM at www.beta.sam.gov� by January 2021. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.Sam website. Offerors are responsible for routinely checking beta.SAM website for any possible solicitation amendments that may be issued. The Government does not intend to acquire a commercial item using FAR Part 12. Location: The primary place of performance is the Naval Research Laboratory, Washington D.C. 20375-5320.
