- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only version of solicitation W9132T21R0008:�offers are being requested and a written solicitation will not be issued. **This posting has been amended on 8/18/2021 to extend the offer due date and add a document of vendor Q&A received to date on this announcement** **This posting has been amended on 8/19/2021 to add a formal solictation amendment and a second document of vendor Q&A received** **This posting has been amended on 8/23/2021 to add a third document of vendor Q&A received** The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement for a contractor to provide Utility Monitoring and Control System (UMCS) retrofit implementation recommendations for utilizing Commercial Off the Shelf (COTS) solutions (sensors, software, etc.) and without the need for significant replacement or alteration of the system. �A UMCS will typically control and display HVAC heating, cooling and ventilation operations, however metering, lighting, security, and other facility sub-systems can also be integrated in a variety of configurations.� This requirement is part of the Army Installations of the Future (IotF) Program which seeks to improve the speed and costs of building controls integrations with UMCS across the Army, better enabling advanced analytics for energy costs savings and improved resilience.� The government will utilize these recommendations to develop an IotF UMCS Retrofit Implementation Guide for installation managers to use in their decision-making processes. Please reference the attached�solicitation document�for full details of the requirement, instructions for proposal preparation,�offer evaluation criteria,�and all applicable provisions and clauses. Any questions about or offers in response�to this notice must be submitted to CERL-CT-QUOTES@usace.army.mil�no later than the deadline given in this notice posting.� Telephone responses will not be accepted. * Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete representations and certifications. This system combines data that was formerly contained in the Central Contractors Registration (CCR), Online Representation and Certifications (ORCA), and the Excluded Parties List System (EPLS).
