- Description
- Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract, to overhaul Leslie Controls, Inc. valves in support of USS Dwight D. Eisenhower (CVN-69).� The requirement is for servicing in accordance with the information in FAR Part 13, as supplemented with the additional information included in this notice.� � The requirement will be solicited as a sole-source requirement for a Large Business.� The services require the work be performed by the OEM due to remanufacturing requirements back to the original specifications.� This information is proprietary in nature and the OEM is the only facility capable of completing the required overhauls and necessary quality assurance testing.� The North American Industry Classification Standard (NAICS) code applicable to this procurement is 336611.� The small business size standard is 1,250 employees.� The Product Service Code is L048. The anticipated period of performance for this acquisition is 30 August 2021 through 20 December 2021.� The proposed contract action is for non-commercial services for which the Government intends to solicit and negotiate with only one source, the OEM, Leslie Controls, Inc., under the authority of FAR 13.106-1(b)(1)(i). �Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is NOT a request for competitive proposals. �However, all bids, proposals, or quotations received by the closing response date may be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation, any other documents related to this procurement, and all amendments issued will be in electronic form. Once the solicitation is available, it will be posted to BETA.SAM., https://beta.sam.gov/. Solicitation N42158-21-Q-0072 and subsequent amendments will be posted to the BETA.SAM website.� Prospective vendors are responsible for downloading their own copy of the solicitation and for frequently monitoring the BETA.SAM website for solicitation amendments. The Government is not responsible for the inability of the Offeror to access posted solicitation documents.� No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Vendors must also be registered in the System for Award Management in order to participate in this procurement at http://www.beta.sam.gov. All responsible sources may submit a proposal, which shall be considered by the Government.� By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.� Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.beta.sam.gov.
