Description

The Naval Air Systems Command (NAVAIR), Direct and Time Sensitive Strike Program Office (PMA-242) intends to award sole source contract modification to Northrop Grumman Defense Systems, Inc. (NGDS), 9401 Corbin Avenue, Northridge, CA 91324, in support of AGM-88E Advanced Anti-Radiation Guided Missile (AARGM). NAVAIR intends to negotiate a Firm Fixed Price modification to the Indefinite Delivery Indefinite Quantity (IDIQ) contract N00019-20-D-0106 that will include purchase of supplies to support the sustainment of the AARGM program. Requirements include the procurement of AGM-88E AARGM Control and Guidance section spares and replenishment spares. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" As the sole designer, developer and manufacturer of the AARGM missile, NGDS is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).
