- Answers to Questions�Posted 8/23/2021. See Attachement: ""Answers to Questions - 70FB8021Q00000015."" This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 70FB8021Q00000015 is issued as a Request for Quote (RFQ). Due to character limitations, please see the attachments for additional requirements and terms and conditions determined by the Contracting Officer to be necessary for this acquisition and in accordance with customary commercial practices. Additionally, see the attachments for all requirements information and evaluation procedures applicable to this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. It is the contractor�s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/browse/index/far. This solicitation is for a full and open competition under NAICS code 442110, with a small business size standard of $22.0 million. The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement for providing disaster and emergency response mission under the Stafford Act, FEMA provides Bedroom Living Kits consisting of standard household items to eligible disaster Survivors housed in Transportable Temporary Housing Units (TTHUs). This RFP will result in a Firm Fixed Price (FFP) Multiple Award Blanket Purchase Agreement (BPA). All terms, conditions, requirements, clauses, and provisions contained herein, and in the attachments, shall apply to this combined synopsis/solicitation. The period of performance will be a Five-year BPA from the date of award. The delivery and place of performance will be identified in individual task orders. FOB is destination only. FAR 52.212-1, Instructions to Offeror-Commercial, applies to this acquisition. Due to character limitations, please see the attachments for specific addenda to this provision. Offerors are to provide a completed copy of 52.212-3, Offeror Representations and Certifications � Commercial Items, with their offer per the instructions in the attached solicitation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Additionally, FAR 52.212-4 Alternate 1 also applies to any Time and Materials task orders placed against the resultant BPA. FAR 52.212-5, Contract Terms and Conditions Required to Implemented Statutes or Executive Orders-Commercial Items applies to this acquisition. Due to character limitations, please see the attachment for additional cited clauses applicable to this acquisition. There is no DPAS rating assigned to this acquisition.
