- ***THIS IS A SOURCES SOUGHT NOTICE ONLY*** This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to conduct market research and to identify potential offerors for information and planning purposes only.� No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Scope Requirement: Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler is seeking for contractor(s) with the capabilities to provide Boiler and UPV inspection, testing, and certification services to ensure they are fully functional and in normal working condition.� The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Facility Investment services for Boiler and Unfired Pressure Vessels (UPVs) at Marine Corps Base Camp Smedley D. Butler, Okinawa, Japan.� The work shall be performed at various locations and could vary from location to location. The following is an example of the dispersion of work at the various locations; Camp Foster, Camp Kinser,� MCAS Futenma, Camp Lester, Camp Hansen, Camp Courtney, Camp Schwab, Camp McTureous, Northern Training Area/Camp Gonsalves,� Henoko, Ie Shima Island, and Camp Fuji. Following is the Certification, Training, and Licensing requirement; Personnel inspecting, witnessing tests, preparing reports, and issuing certificates for boilers and UPVs must be qualified IAW References listed in; UFC 3-430-07, Operations and Maintenance: Inspection and Certification of Boilers and Unfired Pressure Vessels Navy Shore Boiler Guide, Navy Shore Boiler Guide BMS B-5.2.4, Boiler and Unfired Pressure Vessel (UPV) Inspection and Oversight NBIC Volume 1-4, National Board Inspection Code (NBIC) Vol. 1-4 ASME Section I, IV, VII, Boiler and Unfired Pressure Vessel Code Section I, IV, VII ASME CSD-1, Controls and Safety Devices for Automatically Fired Boilers *** Requirements *** Credentials Required for Contract Inspector: State Certificate of Competency (1) and NAVFAC License / Authorization to Inspect (2) Credentials Required for Government Inspector (3): NAVFAC Certificate of Competency and NAVFAC License / Authorization to Inspect (2) Notes: (1) � Foreign equivalent must meet Host Nation government agency licensing requirements IAW UFC 3-430-07 and is approved by the NAVFAC Far East Boiler & UPV Lead Certifying Official and NAVFAC EXWC Boiler & UPV Inspection Program Manager.
