Description
This is a sources sought synopsis to determine the availability of potential sources capable of providing Direct Digital Receivers (DDRx) for the Relocatable Over-the-Horizon Radar (ROTHR) System in Virginia and Puerto Rico. The ROTHR System is a relocatable, land based, High Frequency (HF) Radar, which provides wide area surveillance in support of tactical forces afloat through the early detection and tracking of targets of interest, such as aircraft and ships. The ROTHR System is tasked to provide detection and monitoring of drug smuggling aircraft and ships to support the Office of the Department of Defense Coordinator for Drug Enforcement Policy and support counterdrug operations, providing long range detection of narcotic trafficking ships and aircraft as well as filling gaps in the radar coverage provided by fixed and mobile platforms. The U.S. Navy Forces Surveillance Support Center (FSSC) operates, maintains and sustains three ROTHR systems in Virginia, Texas and Puerto Rico. As part of an ongoing Office of Secretary of Defense Joint Capability Technology Demonstration (JCTD), FSSC and partners are developing a separate maritime system known as Maritime Skywave Over-the-Horizon Radar (MASOR). MASOR is coupled to the existing ROTHR Texas system and is deploying a new digital receiver system from BAE Systems Australia. BAE Systems Australia is currently developing and producing receivers for MASOR Texas radar system Joint Capability Technology Demonstration (JCTD) under the Defense Intelligence Agency (DIA) Contract HHM402-15-C-0059 which was competitively awarded in 2015. This requirement is a follow-on to a modification to a DIA contract# (modification# HHM402-15-C-0059-P00023 issued on 25 September 2020), which procured the digital receivers for the ROTHR Texas location. There has been a significant amount of non-recurring engineering funding applied from FSSC and other Government organizations to develop the current generation of digital receiver technologies with BAE Systems. The MASOR receiver system has also completed significant design milestones and will have completed all Critical Design Review actions in 2021. A significant amount of effort has been expended to ensure the receiver system deployed in Texas will fulfill ROTHR and MASOR specific system criteria and mission requirements. These efforts include system level functions specific to ROTHR/MASOR including providing gain control across the array, system wide timing distribution and frequency reference, system wide calibration scheme and system wide status monitoring and diagnostic suites. It is in the best interest of the Government to procure the required receivers for Virginia and Puerto Rico from BAE Systems Australia to leverage both the NRE and time already expended under contract# HHM402-15-C-0059 and adapt existing solutions vice starting anew. It is believed that any potential savings gained through competition could not recoup the costs of the NRE already paid and time expended. Furthermore, it is in the best interest of the Government to ensure that the configuration of receivers across all ROTHR systems is as similar as possible. Different receiver systems would introduce complexities and additional costs to ensure interoperability, integration, maintenance and troubleshooting of disparate systems across the ROTHR enterprise. The ROTHR System is sensitive in nature and it relies on all systems and components to be performing at a high level of performance. To achieve this high level of radar performance FSSC must have all three receive and transmit sites sharing the same components and operating on the same systems to properly keep radar performance at a high level. The anticipated delivery date for this Firm Fixed Priced procurement is within two years of the contract award. The North American Industry Classification (NAICS) code is 334511. The Product Service Code is 5840. Interested offerors possessing the requisite experience, skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/source sought synopsis by providing their capability information via the submission of an executive summary, no more than two (2) pages in length. The submission shall include the following information: (1) company name, address, point of contact with corresponding phone number and email address; and business size; and (2) relevant corporate experience information. Relevant corporate experience information is defined as experience that is of the same or similar scope, magnitude, and complexity to that which is described herein. This relevant corporate experience information should identify a customer point of contact with corresponding telephone number and email address; and (3) address how your firm is capable of overcoming the challenges discussed above (manufacturing a digital receiver that will be compatible with those currently being produced by BAE Systems Australia). All submissions are required to be submitted via email to lauren.lauver@navy.mil no later than 1:00pm (local time/Philadelphia, PA) on 31 August 2021.
