- INTRODUCTION: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is issuing this sources-sought Request for Information as a means of conducting market research to identify parties having an interest in, and the capability to provide Secure Mobile Anti-Jam Reliable Tactical Terminal (SMART-T) Modules for Canada and Netherlands Foreign Military Sales (FMS) cases. The modules sought and their quantities are as follows: International Partner Variant (IPV) Secure Mobile Anti-Jam Reliable Tactical Terminal (SMART-T) Modules: Cryptographic Recovery Key (CRK) NSN:� 5810-01-606-1096 (US Army version) 20 each XDR TRANSEC Module (XTM) KGV-310R (International Partner Variant) 5 each. Replies to this sources-sought request for information (RFI) should contain a description of how the respondent is capable of providing the above items, originally manufactured by Raytheon Technologies. The Government does not possess a technical data package sufficient to produce the items. If none but the original manufacturer is found to be able to make and deliver these items, the Government may consider a sole-source procurement to Raytheon.� A written verification and questions in reference to this RFI shall be submitted to the Contracting Office POC listed below. CECOM SAMD is requesting submissions by 27 September 2021 by�5:00 P.M. EST. SUBMISSION INSTRUCTIONS: INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS. INTERESTED PARTIES SHALL SUBMIT INFORMATION PAPERS/ BY THE SPECIFIED DUE DATE. No contracts will be awarded based on this announcement. If you are interested in responding to this RFI, please e-mail the Contracting Office POC listed below. Please include the following information in your e-mail: Company name; information papers your company will provide in response to this RFI; Company Cage Code. Questions can be submitted to the Contracting Office POC listed below. Information Papers/White Papers shall not exceed two (2) pages in length, one sided. Please address your company's ability to provide the required services. Proprietary Information: Respondents shall clearly identify and mark in writing all proprietary information on all documents being provided. USE OF INFORMATION: The purpose of this notice is to satisfy DFARS PGI 206.302-1, ""only one responsible source and no other supplies or services will satisfy agency requirements"" as well as to confirm industry information and convey that to CECOM SAMD. All proprietary information contained in the response shall be separately identified and marked. Any proprietary information contained in response to this request will be properly protected from any unauthorized disclosure. FEDERAL ACQUISITION REGULATION (FAR): Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
