Description
The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO) 9, on behalf of Lexington VAMC, 1101 Veterans Drive, Lexington, Ky 40502, is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed priced contract for BioPlex 2200 System Rental, Reagents and Consumables. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516, size standard 1,000 Employees. This is NOT a solicitation announcement at this time. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334516 (size standard of 1,000 Employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. This request for capability information does not constitute a request for proposals or quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. After review of the responses to this source sought, a solicitation announcement may be published. The tests offered are those that are too complex (e.g. Complement Fixation testing, Immunofluorescence Assay) or are not cost effective (e.g. HCV PCR and Genotyping, ENA, and ANA testing) at the local level. The Special Reference Laboratory (SRL) is seeking a fully automated, walk away, fully integrated, random access, continuous feed Multiplex platform capable of high throughput. To provide higher throughput and increased sensitivity for low analytic concentrations, the VAMC SRL requires Multiplex technology. The VAMC SRL is seeking a Cost Per Reportable contract with a base plus four option years for instrumentation, reagents, consumables, and support for Autoimmune and Infectious Disease Multiplex testing. The instrumentation must be capable of running our current ENA (Extractable Nuclear Antigen) menu (SS-A, SS-B, Sm, Sm/RNP, Scl-70, and Jo-1) as well as ANA (Anti-Nuclear Antibody) screens and Anti-CCP (Cyclic Citrullinated Peptide Antibody) and additional Autoimmune and Infectious Disease assays to add to our test menu (including Syphilis RPR and a HIV differential screen). All assays must be capable of running at one time for improved patient result turnaround times. The test analyzer shall have the capability of performing or reporting the clinical parameters as defined in the statement of work. The instrument(s) shall be able to simultaneously perform the testing as described below and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). To meet the testing requirements and perform tests in a timely manner, the instrument must be a fully automated, random access, continuous feed multiplex testing platform.
