Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Department of the Interior, Indian Affairs is seeking qualified small business contractors capable of performing construction services for a Design-Build (DB)/Design-Bid-Build (DBB), Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract for facilities located across the Continental United States and Indian Country. The contracts resulting from the solicitation will require that contractors manage multiple concurrent task orders across the nation. Indian Affairs will refer to this procurement as the �Construction Multiple Award Contract� (C-MAC). The C-MAC will be the next generation of the National Multiple Award Construction Contract (NMACC) awarded in 2018. We anticipate issuing a solicitation in late 2021 and awarding this contract in the summer of 2022. The C-MAC will encompass a wide range of DB and DBB projects that include, but are not limited to: new construction; offsite design build construction*; offsite construction (modular construction)**; demolition, repair, alteration, and renovation of buildings; systems and infrastructure; and, may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities to be constructed include but are not limited to: educational, detention, medical, administrative, industrial, operational, maintenance, warehouses, communications, personnel support, recreation, lodging, dormitory, training, ranges, and roads. The selected contractors will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform the services described in the drawings and specifications for each individual project. Indian Affairs anticipates a target of twenty (20) contracts will be awarded as a result of the potential solicitation. The ordering period for each contract will be five (5) years starting from the actual date of award. The total price for all contracts combined will not exceed $1,500,000,000.00 ($1.5 billion) for the five-year life of the contracts. Projects awarded on this C-MAC will have an estimated construction cost of approximately $1,000,000.00 to $60,000,000.00; however, smaller and larger dollar value projects may be considered. The North American Industry Classification System (NAICS) code for this C-MAC is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $39,500,000. It is requested that interested small businesses submit a response in order to demonstrate the ability to perform the services described. All responses should include: (1) The attached Sources Sought � Contractor Information Form. Please complete all boxes. (2) Information on past projects. For general construction projects, submit a minimum of three projects and a maximum of 10 projects. For modular construction projects, submit a minimum of zero and a maximum of three projects. All projects must have been completed in the past six years from the response date for this notice Taken as a whole, projects should demonstrate experience that encompasses a variety of design/build and construction services in the cost range described above. Interested small businesses with experience constructing medical facilities, educational facilities, and detention facilities should include and highlight these projects, as a significant portion of task orders issued under the C-MAC are expected to be for these types of facilities. Please complete: (a) The attached Sources Sought Project Summary spreadsheet. Include each project submitted. Please fill in columns A-G. For columns H-L, please select one by inserted an X. For columns M-Z, provide an X for all that apply. (b) For each project submitted, complete one of the attached Sources Sought Construction Experience Project Data Forms. The description box should include the contract number, square footage, Government Agency/Private Entity for which the work was performed, and a brief description of how the contract referenced relates to the size, scope and complexity requirements for the services described. (Please note: Each project submitted should be included on the Sources Sought Project Summary spreadsheet AND have a submitted Sources Sought Construction Experience Project Data Form.) (3) The Government anticipates that this procurement will include consolidation of numerous requirements into one procurement consistent with FAR 7.107. The work involved in each task order that will be issued under the C-MAC could be issued under a stand-alone acquisition or combined to a lesser degree. Please comment on the extent that consolidation of these requirements into one large procurement impacts your firm�s ability to compete. Are there elements of this work which your firm cannot perform because they have been consolidated? For example, are there geographical areas where your firm cannot perform work or are there types of work (medical construction or detention facility construction) that your firm cannot perform? Please comment if there are any ways that the Government could divide this work into multiple procurements that would allow your firm to be more competitive. If the consolidation of these requirements will have no impact on your firm�s ability to compete, please so state. (4) Under FAR 52.219-14, Limitations on Subcontracting, the employees of each small business must perform at least 15% of the work as measured by the dollar value their task order contract. The 15% shall not include the costs for materials. Responses must include a description as to how your small business would meet this FAR requirement. (5) In addition to the above items, you may also submit a capabilities statement for review (no page limitation on this, brochures are acceptable), but it is not required. This sources sought notice is a market research tool only. Responses will be used to determine the extent to which this requirement will be set aside for small business or small business social economic subcategories. Upon review of industry response to this sources sought notice, the Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services as applicable. All information submitted will be held in a confidential manner and will only be used for the purpose intended. Points of contact listed may be contacted for the purpose of verifying performance. DEFINITIONS: * Off-Site Design Build Construction: This is construction delivered through the design-build process that makes maximum use of modular construction techniques to deliver the final product on significantly faster timelines, of consistently high quality, and measurably below traditional Design-Bid-Build conventional construction costs. **Off-Site Construction (Modular Construction): Construction involving the use of factory-produced pre-engineered building units that are delivered to site and assembled as large volumetric components or as substantial elements of a building.
