THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO�UNIVERSITY OF CALIFORNIA SAN DIEGO (UCSD) SCHOOL OF MEDICINE, UCSD CENTER FOR MINDFULNESS The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price contract on a sole source basis to the UNIVERSITY OF CALIFORNIA SAN DIEGO CENTER FOR MINDFULNESS (located at 5060 Shoreham Place, Suite 330, San Diego, CA 92122) for evidence-based mindfulness (mPEAK) training instructor certification. This requirement, considered commercial services, will be acquired using FAR Part 12 and FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b),�Soliciting from a single source. Market Research conducted by OAQ and ERO, determined there were other mindfulness trainings on the market, however, there is only one that trains and certifies trainers to teach mindfulness, as well as curriculum development support targeted for the ERO mission. Based on the market research, there were no other sources able to provide this service. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on September 7, 2021 by email to Marland.Clark@ice.dhs.gov; only email communications will be accepted.�The subject line in the email shall state �Response to Notice of Intent 70CDCR21Q00000018 � Mindfulness Training� All information submitted should support the offeror�s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 611430 � Professional Development Training.
