- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation (Reclamation), Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order with Seahorse Geomatics, Incorporated, located in Portland, Oregon. DESCRIPTION/BACKGROUND Reclamation intends to single source contract with Seahorse Geomatics, Incorporated to have Reclamations existing iWBMSe long range unit containing integrated Applanix SurfMaster to iWBMS long-range containing Applanix Wavemaster unit updated with new firmware and USB licenses. This system was initially procured with purchase order 140R4019P0083 on 09/03/2019. which resulted from request for quote (RFQ) 140R4019Q0070 and was competed as a small business set-aside resulting in three (3) quotes. This system was manufactured by Norbit ASA located in Norway. Norbit�s website lists only Seahorse Geomatics Incorporated as the only certified USA service partner and the required services must be performed by a certified vendor. NAICS 334511; Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, size standard 1,250 employees. Market research indicates that only Seahorse Geomatics, Incorporated is the only vendor capable of provided the requested OEM certified equipment and installation. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Mr. Jason Motala at jmotala@usbr.gov within five (5) business days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
