- Notice of Intent to Sole Source to ASTM International Renewal Order for subscription to ASTM Digital Library and ASTM Complete Compass Collection. The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, North Carolina, intends to award a sole source Purchase Order under authority of Federal Acquisition Regulation (FAR) Subparts 12 and 13.106-1(b) to ASTM International, 100 Barr Harbor Drive, West Conshohocken, PA 19428-2959. The Office of Environmental Information in Washington, DC requires the renewal of an existing pre-approved IT Library Brand Name �ASTM International� resource for ASTM Standard On-line subscription-ASTM Compass, Subscription-Enterprise Access-Unlimited Access, Unlimited Users. The anticipated period of performance includes a 12-month base period and four (4) 12-month option periods. The anticipated delivery period for the Base Year is 10/01/2021. The license validity period shall be for a 12 month period of 10/01/2021 through 09/30/2022. The circumstance permitting is FAR 13.106-1(b) ""Sole Source (including brand name) Acquisitions"". The intent of this notice is to state the Government�s intention to sole source this acquisition and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. A new Brand Name Justification for software maintenance is not attached as the justifcation for the underlying ASTM contract was approved in an underlying contract. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within ten (10) calendar days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
