Small Business Set-Aside
SBA Total Small Business Set-Aside (FAR 19.5)
 
Description
The Government is releasing this solicitation in accordance with FAR part 15 and Department of Defense Source Selection Procedures. The acquisition is a total small business set-aside in accordance with FAR 19.502-2.�The Government intends to award a Multiple Award Contract (MAC) IDIQ to approximately six (6) awardees. The anticipated aggregate contract value is $4.797B. The Basic IDIQ contract will be set aside for and exclusively awarded to Small Business concerns. However, in accordance with FAR 16.505(b)(2)(i)(F), should a NOVASTAR awardee no longer meet the Small Business size standard for NAICS code 541715 Exception A of 1,500 employees during the period of performance of this contract for whatever reason, to include contract novation, the Contracting Officer will thereafter determine if a Small Business Set-Aside is appropriate for each individual Task Order issued against NOVASTAR.� Based on the Contracting Officer�s determination, non-Small Business NOVASTAR awardees may continue to compete on NOVASTAR Task Orders that have not been set-aside for Small Business concerns. See Section L of this solicitation for instructions regarding the request and receipt of the classified addendum. Prime Offerors intending to develop and provide a response to this solicitation must have an approved DD254 on file with the Government. To request a DD254 and corresponding Security Classification Guides (SCGs), please send an email to andrew.gill.7@us.af.mil and robert.bennett.42@us.af.mil with the following information: Offeror�s company name, address, and CAGE code. List of locations, both Government agency and company locations, where classified information will be generated in response to this RFP including the company or agency name, address, cage code (for company locations), and cognizant security office. A list of the Joint Worldwide Intelligence Communications System (JWICS) email addresses you would like to receive a copy of the SCGs Signed DD254s and corresponding SCGs will be released to Offerors within 3 working days after the Government has received your completed DD254. �SCGs must be transmitted via JWICS.� In an attempt to increase competition and generate more meaningful responses to this solicitation, the Government is working to allocate space and access to classified systems at NASIC. This Government offering is not a guarantee that space will be made available or a commitment regarding what specific resources will be made available, if any. NASIC only has a limited amount of space, which prohibits the Government from providing resources to all potential Offerors. If any allocation of space is made, it will be for the latter part of the proposal development period. Companies will not be precluded from proposing if space and access support is not requested or provided.� Note: the Government may not be able to accommodate an Offeror�s request despite receiving a formal written request for space and access.� If an Offeror is interested in requesting space and access support, please send requests to the Contracting Officer and Program Manager when submit the required DD254 information. Due to a limited amount of resources the Government cannot guarantee every request will be approved. If resources are available for usage, the Offeror will receive notification from the Government. The Government does not intend to extend the proposal due date based on a lack of access to space and/or classified systems.
