Description
STATEMENT OF SPECIFICATIONS FOR THE PROCUREMENT OF ONE PRECISION BALANCING MACHINE SPECIFICATIONS SCOPE: Procurement for one each (1 ea) Precision Balancing Machine with ancillary support for initial installation and training for Norfolk Naval Shipyard Pump Section. EQUIPMENT DESCRIPTION: The equipment shall consist of one each Precision Balancing Machine. SALIENT CHARCTERISTICS: Machine shall have the following salient characteristics (minimum). Design/ Construction: 2.1.1.1. Machine shall be equipped with a rigid hard bearing measuring system with permanent calibration. 2.1.1.2. Machine shall be equipped with a microprocessor electronic measuring instrument with high resolution color display. 2.1.1.3. Machine shall be capable of single plane static balancing. 2.1.1.4. Machine shall be capable of two plane dynamic balancing. 2.1.1.5. Machine shall be capable of static/ couple balancing. 2.1.1.6. Machine bed shall be 100"" long with positioning ruler for setup locations. 2.1.1.7. Machine shall be equipped with two work supports with force measuring pickups that are traversable along the bed and capable of 63"" swing diameter. 2.1.1.8. Machine shall be equipped with a roller assembly including roller bearing arriages for journal diameters from 1.25"" to 7"". 2.1.1.9. Machine shall be equipped with two safety arms with hold down bars and rollers. Machine shall be equipped with two end thrusts. 2.1.1.10. Machine shall be equipped with an enlacing belt drive arrangement. 2.1.1.11. Machine shall be built to NFPA 79 to accept 460 VAC, 3-phase, 60 Hz. 2.1.2. Belt Drive: 2.1.2.1. Belt drive shall be equipped with a variable speed, bi-directional 5 HP AC motor with frequency drive and dynamic braking. 2.1.2.2. Motor shall have a base speed of 1750 RPM and a speed regulation of �1 % with timed acceleration. 2.1.2.3. Belt drive shall be capable of pneumatic belt tensioning 2.1.2.4. Belt drive shall be equipped with a belt guard over the motor pulley. 2.1.2.5. Belt drive shall be equipped with three 1"" wide endless loop belts. 2.1.2.6. Belt drive shall be equipped with a photocell assembly with mounting brackets. 2.1.2.7. Belt drive shall be equipped with an electrical cabinet with a control console including all controls for machine operations. 2.1.3. PC Control Features: 2.1.3.1. Touch screen display 2.1.3.2. 4-digit auto-ranging measuring resolution 2.1.3.3. Automatic sensitivity ranges 2.1.3.4. Unlimited memory locations for rotor setup storage 2.1.3.5. Graphic rotor setup display with rotor dimensions in inch or mm 2.1.3.6. Averaging, no averaging, and programmable time limit measure modes 2.1.3.7. Two plane dynamic, static/ couple, one plane static, and polar graph unbalance display modes 2.1.3.8. Built-in four function calculator with inch to metric conversions and vector calculator 2.1.3.9. Imaging software 2.1.4. Software Features: 2.1.4.1.Electronic elimination of the initial unbalance 2.1.4.2.Electronic elimination of tooling remount errors 2.1.4.3.Vector selection of unbalance correction locations 2.1.4.4.Alpha numeric entry of part name and rotor set up information Individual, unique rotor calibration 2.1.4.5.Ethernet and serial port connectivity 2.1.5. TECHNICAL MANUALS: Three (3) complete sets of technical manuals covering operation, service and maintenance, and part-listing shall be provided. 4. TECHNICAL CONTACT: NA 5. QUALITY ASSURANCE PROVISIONS: Inspection and acceptance of the supplies, performed at destination by Code 983 and shall consist of type and kind; condition; operability, if readily determinable; preservation; packaging. 6. PRESERVATION, PACKAGING AND PACKING: The equipment shall be packaged, packed and preserved for shipment to reach ultimate destination undamaged. Package shall be prominently marked ""NOT FOR OUTSIDE STORAGE"". Yellow packaging, packing, preservation and marking are prohibited. 7. ADDITIONAL REQUIREMENTS: 7 .1. Additional Features: 7.1.1. Remote Angle Hardware and Software 7.1.2. ISO-4W/N Automatic Tolerance Calculation Software 7 .2. Additional Accessories: 7.2.1. 0.39"" - 1.57"" Roller Bearings 7.2.2. 110 lb. Test Rotor with test weights 7.2.3. Printer Package for Laser Jet Printer 7.2.4. Class B Safety Fence 7.2.5. Installation Kit 7.3. Machine Hardware: Machines shall include any necessary lifting, leveling, and floor attachment hardware for machine installation. 7 .4. Nameplate: A nameplate shall be permanently and securely attached to the machine, the information provided on the plate shall be as listed below. a)������������ Nomenclature b)������������ Manufacturer's name c)������������ Manufacturer's model designation d)������������ Manufacture's serial number e)������������ Power input (volts, total amps, phase, frequency) f)������������ Amp rating of largest motor g)������������ Short circuit/over-current protection rating h)������������ Contract Number or Order Number i)������������� National Stock Number or Plant Equipment Code j)������������� Date of manufacture 7.5. Operating and Maintenance Manual: Machines shall be provided with operating and Maintenance Manual (O&M), Electrical Manual, Mechanical Manual & Schematics three (3) each shall be provided with the machine and one (1) each searchable electronic copy (PDF) shall be E-mailed TPOC. 7.6. Verification Test: After delivery the contractor shall test run each machine at the site to ensure conformance with this purchase description. 7.7. Warranty: This machine shall be warranted against any defects in material, parts, and workmanship for 12 months after the date of installation. The control, servomotors and main spindle motor are warranted against defects in material, parts, and workmanship for 12 months after the date of installation. 8. INSTALLATION: 8.1. Installation / Foundation Drawings: Not later than sixty (60) calendar days after effective date of contract; installation requirements and drawings shall be provided to Norfolk Naval Shipyard TPOC. 8.2. Location: Machine shall be installed inside Bldg. 171 1st floor Column J19, NNSY (Norfolk Naval Shipyard, Portsmouth, VA 23709). 8.3. Mechanical Installation: The Contractor shall provide all labor, fluids, (with the exception of coolant) piping, interconnecting hoses, and any other materials to move, locate, set level, align, lubricate, and make ready to operate all equipment required by this contract. All machinery shall be installed to original manufacturer's tolerances. 8.4. Electrical Installation: The Contractor shall provide all labor, wiring, cables, disconnects, connectors, breakers and any other materials for complete installation of any necessary electrical equipment and electrically connect machine to building. 9. TRAINING: The Contractor shall provide training to familiarize Norfolk Naval Shipyard personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The training shall be performed at customer facility between 7:20 am and 3:50 pm excluding any federal holidays. 9.1. Operator/ Programmer On-Site Training: Training shall be provided at the receiving activity. Training shall include preparation of part programs, and preparation of equipment for operations. Trainees shall be provided instruction for the care, use and operation of all attachments and accessories. Training shall be provided for three (3) operators/programmers. The training period shall not be less than two (2) consecutive, eight (8) hour work days for each machine. A training manual (which could be an additional operator's manual) shall be provided for each student. 9.2. Maintenance Personnel: Maintenance training shall include trouble-shooting and methods of correction if the equipment malfunctions, with particular emphasis on minimizing equipment down time. Training shall be provided for three (3) maintenance personnel. Training shall cover troubleshooting and maintain the machine. The training period shall not be less than one (1) eight (8) hour workday for each machine. 10. FACILITIES ENTRY REQUIREMENTS: 10.1. Initial Entry: 30 days before arrival, contractor shall provide SECNAV 5512 data on all personnel expected to visit NNSY. The TPOC shall provide SECNAV 5512 forms upon request. The TPOC will endorse the SECNAV 5512 form and forward to the NNSY Pass Office. Personnel having existing valid base passes will be exempt from this requirement. Existing base passes must be valid for the duration of the expected visit. 10.2. Vehicle Entry: The company name shall be displayed on each door of the Contractor's vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate that complies with State Vehicle Code. Vehicles shall meet all other requirement of the State Vehicle Code, such as safety standards, and shall carry proof of insurance and state registration. Insurance and registration must be in the company's name. Passes will be issued for vehicles to enter the shipyard. A separate pass is required for entering the Controlled Industrial Area (CIA). 10.3. Portable Electronic Device (PED): In accordance with COMSUBLANT/COMSUBPACINST 2075.1 C, the use of Portable Electron Devices (PEDs) while in or on Department of Navy Controlled Industrial Areas are prohibited. A portable electronic device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images e.g.: cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches. Non-camera cell phones are acceptable (feature phones). Where a laptop computer is required for trouble�shooting and machine programming purposes, contractor must inform TPOC 2 weeks prior to visit to allow time to schedule inspections and vetting from NNSY IT department. 10.4 TPOC to provide awardee with CIA PPE Requirements for entry into the CIA. 11. CRITICAL TIME CONSTRAINTS: The initial start-up and training shall be performed between the hours of 7:20 am and 3:50 pm excluding any federal holidays. 12.
