- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Protective Liner Systems, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL's Force Projection & Sustainment Branch in Hanover, NH requires one (1) Stehr SBV 80 H3 � Triple Vibratory Plate Compactor Gang to produce efficient snow pavement construction.� Specifications: The Stehr Vibrator Compactor�s capabilities are essential to support the Government�s research as the device imparts a dynamic, repeating, force pulse generated by a hydraulically driven cam to a series of free-floating flat plates with curled front and trailing edges attached to a frame mountable on, and with integrated hydraulic piping connector(s) compatible with, typical construction tractor hitch points. Specifically, the instrument conforms to the following specifications: ��� �The compacting width of the device shall be between 80 and 90 inches.� ��� �The compaction device shall be made up of at least three separate, independently driven plates spanning the compacting width.� ��� �The force pulse frequency for each plate must be between 70 and 90 hertz.� ��� �The maximum pulsed centrifugal force must be between 15,000 and 20,000 lbf.� ��� �The device shall be able to achieve maximal performance with no more than 22 gal/min of hydraulic oil flow at a pressure not to exceed 3500 psi from no more than two separate supply lines from the prime mover.� ��� �The device shall possess a prime mover connection compatible with hydraulically operated modern skid-steer couple (e.g., CAT 299D3).� ��� �The device shall have a maximum tare weight of 3000 lb.� ��� �The individual compaction plates shall have the capability of independent vertical travel of at least four inches and independent side to side roll angle of up to 20 degrees in either direction.� ��� �The device shall be supplied with a remotely linked or cable-connected indicator of (minimally) compacting force and vibratory frequency that can be used in the cab of the prime mover to monitor device performance. The Stehr SBV 80 H3 � Triple Vibratory Plate Compactor Gang model has been identified as the only vibratory compactor model capable of meeting the Government�s requisite specifications. Specifically, this equipment is unique in the earth compaction business. Its features make it ideally suited for efficient and effective compaction of polar snow (dynamic load, vibrational frequency, plate contact area). The specified equipment is the only known available vibratory plate compactor that has been integrated into a gang allowing localized compaction over a large area. Further, it is the only known large area compactor of any kind that is not permanently integrated with a prime mover. Being designed to attach easily to the types of vehicles commonly used for construction in snow covered terrain (tracked vehicles) makes the specified equipment the only vibratory plate compaction tool suitable for the research being conducted. �The specifications of Stehr�s equipment are vital, and no substitutions would be acceptable. Stehr Baumaschinen GmbH (Stehr) is the manufacturer and has only one (1) authorized distributor of the requested equipment in the United States, Protective Liner Systems. As such, Protective Liner Systems has been found to be the only source on the commercial market capable of fulfilling the Government�s requirement.� The associated North American Industry Classification System (NAICS) code 333249 � Other Industrial Machinery Manufacturing was determined to best represent this requirement. �The small business size standard is 500 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 31 August 2021 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications at time of award. �
