Brown III, Email:� William.t.brown68.civ@mail.mil, Phone:� 8014324273 DESCRIPTION: *****THIS REQUIREMENT IS BEING SOLICITED AS A TOTAL SMALL BUSINESS (SB) SET-ASIDE.� ONLY QUOTES FROM REGISTERED SBs in SAM.GOV WILL BE ACCEPTED***** The Utah Army National Guard is soliciting a requirement for (7 EA) Mobile Gym Shipping Container Boxes, w/accessories & attachments under combined synopsis/solicitation W911YP21R0027 and is being issued for Request for Quotes (RFQ).� This requirement is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE under NAICS code 339920 � Sports & Athletic Goods Manufacturing� which has a Small Business Size Standard of 750 employees (www.sba.gov).� FOR VENDOR�S QUOTES TO BE CONSIDERED, YOU MUST BE REGISTERED IN SAM.GOV AS A SMALL BUSINESS UNDER THIS NAICS CODE OR VERY SIMILAR NAICS CODE.� Wholesaler NAICS codes will not be accepted.� Delivery shall occur within 90-180�days ARO.� MOBILE GYM BOXES (w/minimum of all equipment warranted for 5 years) (7 EA) 5' Mobile Gym Box Shipping Containers, which include additions & attachments: 1x rope climb tower 2x plate storage 1x push pop storage 1x barbell & hex bar storage 2x shelf storage, exterior rig storage 2x j-cup sets 2x dip bars 1x landmine 1x battling rope hook 1x climbing rope 1x wall ball target 1x battling rope 1x medicine balls (10lb, 14lb, & 20lb) 2x kettlebells (12kg, 18kg, & 24kg) 4x olympic lifting bars 1x hex bar 2x pair bumper plates (10lb, 15lb, & 25lb) 3x pair bumper plates (45lb) 2x training sandbags (25-75 lbs) 1x adjustable weight bench 5x collar sets 1x chalk bag 1x set of mobility bands w/various resistance 2x foam rollers 2x suspension trainers 1x drag sled 20x agility cones 2x jump ropes 2x lacrosse balls Solution must include external functional training rig and attachments to include: �external climbing wings, 3� x 3� steel, and 11 gauge hot dip galvanized steel.� Steel must be �hot dip galvanized� to ensure survivability in harsh climates.� Electro-galvanic powder coat is NOT equivalent and will not be accepted.� In the event they are shipped via sea or via air, the container needs to be resistant to element conditions and compatible with shipping practices and procedures. QUESTIONS and ANSWERS for Mobile Gym Boxes Will a 210 day lead time be acceptable?� Yes, this lead time is acceptable. Is it required that the external functional training rig attach to the sides of the container on one end and terminate at the ground on the other?� � The outside rigging shall attach to the container and touch the ground for stability purposes.� The government will not dictate the exact method of attaching to the container due to companies patents and methodologies. Will submissions whose rigs attach to an area other than the sidewalls be deemed technically unacceptable?� No, if they can attach to the container in a secure and stable way, they will be deemed acceptable.��The outside rigging shall attach to the container and touch the ground for stability purposes.� The government will not dictate the exact method of attaching to the container due to companies patents and methodologies. Will submissions whose offering does not include hot dip galvanized steel be deemed technically unacceptable?Other types of steel will be acceptable as long as they are coated in some type of rust preventable coating such as powder coating. Regular paint can flake and rust. Are custom logos required on both sides of each container?� Custom logos are not required.� We will be putting our own unit identification markings on the containers once received. Is post delivery installation required?� This would involve attaching the steel training rigs to the outside of each container.� Yes, delivery installation should be a requirement to train unit on how to set up the container in a deployed environment that YouTube may not be available. Is a NATO Air Portability Certificate required?� In the event these containers will ever be deployed this certificate is strongly recommended BUT WILL NOT BE REQUIRED.� Rigging and accessories just need to be stored securely internally and configured in a way that doesn't allow them to shift during flight. Are there any additional accessories or attachments required that are not called out in the solicitation?� No additional requirements. FAR REGULATION: All offerors are notified this information because this solicitation is a small business set-aside and is subject to Federal Acquisition Regulation (FAR) 19.102(f) (the �Non-Manufacturer Rule).� FAR 19.102 (f) states that �a small business primer contractor who is not manufacturing the supplies to be purchased by this solicitation must furnish items of a small business manufacturer who produces the items in the United States or its outlying territories�.� This solicitation is also subject to FAR Clause 52.219-14, �Limitations on Subcontracting�.� FAR Clause 52.219-14 states that �any small business prime contractor who is a manufacturer of the supplies must perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.� CONTRACT TYPE / EVALUATION CRITERIA: � The contract type for this procurement will be firm-fixed price and award evaluation criteria will be based on an all or none basis using lowest price technically acceptable (LPTA) evaluation criteria for all items conforming to the minimum requirements and specifications of items listed.� Offers that exceed funds availability or do not meet minimum technical requirements will not be considered for award. Dimensions on items are approximate and slight size deviations are acceptable on equivalent items. Alternate color options may be substituted for those specified provided they are of neutral color and/or similar to those specified. �A choice of color options after award are also acceptable as long as there is no difference in price to that quoted in contractors proposal. �The offer must be registered in System for Award Management (SAM) to be eligible for award. SET-ASIDE / FAR REGULATION: Any award resulting from this solicitation will be made using a TOTAL SMALL BUSINESS SET-ASIDE order of precedence as follows: In accordance with FAR Subpart 19.502-2 Total Small Business Set-Aside Procedures, any awards under this solicitation will be made on a competitive basis first to small business concerns in accordance with FAR 19.502-2.� If there are no acceptable offers from small business concerns, the set-aside shall be withdrawn and the requirement, if still valid, will be made on the basis of full and open competition considering all offers submitted by responsible business concerns.
