Description
SYNOPSIS Upcoming Solicitation: SPE1C1-21-R-0021 Description: The proposed acquisition covers a requirement for the Intermediate Cold/Wet (ICW) Men�s & Women�s Gloves, PGC: 03304.� The subject item has seven (7) NSNs: 8415-01-539-8053, 8415-01-539-8058, 8415-01-539-8064, 8415-01-539-8179, 8415-01-539-8172, 8415-01-539-8176, and 8415-01-539-8181.� The gloves are to be made in accordance with specification MIL-DTL-44419A, Dated 12 April 2006. The demand requirement is for a total 5-year maximum quantity of 478,620 pairs.� The total quantity will be divided equally into two lots to enhance competition.� Lot 0001 will be issued as a Total Small Business Set-Aside.� Lot 0002 will be issued as Unrestricted.� Each lot will be awarded as an Indefinite Delivery/Indefinite Quantity type contract with a base and four option terms.� The duration of each term will be one year.� Quantities for each term (base and options) will be a minimum of 9,575 pairs/term; AEQ (Annual Estimated Quantity) of 38,290 pairs, and a Contract 5-Year Maximum Quantity of 239,310 pairs.� This ordering capability for the base and option terms is needed to cover any future demands and allow for continuity of supply.� Offerors may offer different prices for the base and option terms. The solicitation will be procured in accordance with FAR Part 15.� Low Price Technically Acceptable will be the Source Selection Method for the acquisition.� The evaluation factors will be: 1) Terms & Conditions and 2) Product Demonstration Model (PDM).� Delivery is FOB Destinations to the following locations: 1) Travis Association for the Blind in Austin, Texas and 2) Peckham Inc. in Lansing, MI.� Inspection & Acceptance are at Origin.� Delivery orders will be issued on an as needed basis.� Production lead-time is 120 days.� The first delivery is due within 150 days After the Date of Order (ADO) issuance.� Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.� The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at: https://www.dibbs.bsm.dla.mil/.� It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after August 31, 2021. Please note that ALL material used in the fabrication of this item shall be furnished by the successful offeror.� This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States.� The Defense appropriations and authorizations acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and �specialty metals� (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
