- GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK SOURCES SOUGHT NOTICE: This is not a solicitation but rather a Request for Information (RFI/Sources Sought) for market research purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this Sources Sought in order to identify capable firms and obtain information for planning purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this Sources Sought in order to identify capable firms for Security Guard Services for Wilkes Barre VA Allentown CBOC. Responses shall be submitted by 4:00pm (EST) August 31st, 2021. Responses shall be submitted via email to william.schlobohm2@va.gov . All SDVOSB and VOSB firms that respond shall include proof of CVE certification via Home · VetBiz Portal (va.gov). All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this sources sought notice for market research purposes. All respondents shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work, as well as answers to the below three (3) questions. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. Suggested NAICS: 561612 (Security Guards and Patrol Services) Suggested PSC: R430 (Support Professional: Physical Security and Badging) Open to suggestions from the market as to a more proper NAICS and/or PSC, as well as any potential GSA/FSS Schedule SIN categories. In addition to the information requested above, please include answers to the below 3 questions as part of your response to this Sources Sought: 1. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. 2. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. 3. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner? SAMPLE / TENTATIVE PERFORMANCE WORK STATEMENT (BELOW) SUPPLEMENTAL SECURITY FOR Allentown Community Based Outpatient Clinic STATEMENT OF WORK (SOW) SECURITY SERVICES 1.0 PURPOSE: Provide professional and courteous, uniformed and unarmed security guard services for various divisions of the Department of Veteran Affairs (VA) Community Based Outpatient Clinic (CBOC) located in Allentown, Pennsylvania. The service provided shall be performed in such a manner as to assure the safety and welfare of patients, visitors and staff. Security Guard Service is for the Department of Veterans Affairs Allentown Outpatient Clinic, 3110 Hamilton Boulevard Allentown, PA 18103. This request is for a base year contract plus four option years: Base year 10/01/2021-09/30/2022 Option year 1 10/01/2022-09/30/2023 Option year 2 10/01/2023-09/30/2024 Option year 3 10/01/2024-09/30/2025 Option year 4 10/01/2025-09/30/2026 2.0 BACKGROUND: On-site security guard service is required to cover clinic s hours of operation at the outpatient facility. 3.0 SCOPE: The scope of this contract is for the contractor to furnish all labor, transportation, equipment, and supplies, except as specified herein as Government-furnished, to provide on-site security services to and at the Allentown Outpatient Clinic (AOPC) as defined herein. On-site security service shall be provided Monday through Friday (federal holidays excluded), as delineated in 3.1. Security assignments for these hours will be made by the Contracting Officer Representative (COR), or designee. 3.1 Work Schedule - Services covered by this contract shall be furnished by the contractor as defined herein. Security Guards will be required to work those hours described herein (excluding holidays). It may be required that guards stay late in the case of late patients in the clinic. Monday 0715 2000 One (1) Guard 12.75 hrs Tuesday 0715 1700 One (1) Guard 9.75hrs Wednesday 0715 1700 One (1) Guard 9.75 hrs Thursday 0715 1700 One (1) Guard 9.75 hrs Friday 0715 1700 One (1) Guard 9.75 hrs 51.75 hrs per week 3.2 Holidays The eleven legal holidays observed by the Federal Government are: New Year s Day January 1 Martin Luther King Jr. Day Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veteran s Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 Note: Other days specifically declared by the President of the United States to be a national holiday. If a holiday falls on Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on Saturday the preceding Friday is observed as a legal holiday by U. S. Government agencies. 4.0 APPLICABLE DIRECTIVES Modifications to the Contract - Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer (CO) or Contract Specialist (CS). Costs incurred by the contractor through the actions of parties other than the CO/CS shall be borne by the contractor. 5.0 PERFORMANCE REQUIREMENTS 5.1 Initial Start Up 5.1.1 The Contractor s Field Supervisor shall visit the facility with Contractor personnel before performance under the contract for the purpose of performance orientation and site/equipment operation orientation. 5.1.2 Authority & Jurisdiction - Except where precluded by local law or ordinance, the Contractor shall make and complete all arrangements with the appropriate officials in the City, County, Parish, or the State in which the building is located, including: 5.1.2.1 Assure that valid appointment documents shall be carried by each employee while on duty unless local or State Law requires the Contractor to maintain the records. 5.1.2.2 Provide any official bond required of any employees engaged in providing services specified under this contract. 5.1.2.3 The Contractor shall assume full liability for any act of his employee(s) in the exercise of any such police authority. 5.1.3 The Contractor shall provide the level of supervision to ensure that employees are properly performing all duties as specified in the contract. 5.1.4 The In-field Supervisor shall assure that the officer(s): 5.1.4.1 Are in uniform and present a neat appearance. 5.1.4.2 Do not equip themselves with unauthorized supplemental, personal items. 5.1.4.3 Maintain a continued state of proper training. 5.1.4.4 Possess the necessary permits, authority, etc. 5.1.4.5 Are equipped with supplementary equipment including, but not limited to, notebook, pen, pencil, replacement flashlight batteries, and bulbs, traffic control safety apparel (reflective vest, gloves, traffic baton), as appropriate to operations. 5.1.4.6 Maintain continued liaison with the COR or designated alternate. 5.2 Training - To be eligible to perform under this contract, each contract employee must meet the minimum required training outlined within one week of assignment to duty. Replacement or new employees shall meet the same training requirements before being assigned in support of this contract. 5.2.1 Minimum Contractor-Furnished Training 5.2.1.1 Police Authority and duties of a Security Guard (Discuss the law enforcement authority, jurisdiction and duties). 5.2.1.2 Patrol Methods (Examine and instruct in various Methods and skills employed in patrol of the facility). 5.2.1.3 Role of local, State and Federal law enforcement Agencies (Discuss jurisdiction in terms of who to notify for various crimes committed). 5.2.1.4 Facility entry and exit control (Importance of identification of personnel to physical security. Explanation of various means of controlling vehicle entry into facility). 5.2.1.5 Search and Seizure (Requirements for a search, stop and frisk, warrants). 5.2.1.6 Basic Report Writing (Techniques of reporting and recording information related to crimes and incidents, elements of good reports). 5.2.2 Minimum Government-Furnished Training 5.2.2.1 Orientation (scheduled at the work site) function, and the role of the Security Guard. (Discuss the facility to include its importance and mission. Discuss standards of appearance and grooming. Conduct tour of facility stressing physical security and fire prevention systems. Discuss difference between guard and VA Police Authority.) 5.2.2.2 Handling disturbances, assaultive patients disorderly conduct, etc. (Explain various conditions surrounding incidents of this and appropriate responses to each.) 5.2.2.3 Compliance with SOP: Package examination and investigate detention. (Provide guard with rules governing these practices. Discuss when these procedures are appropriate.) 5.2.2.4 Response to bomb threats and other disasters. (Review the bomb threat and disaster plan and actions to be taken by guards.) 5.3 Functions, Duties, and Responsibilities - Assignments may include but not be limited to: 5.3.1 Entrance Control Post - Operate and enforce a system of personnel identification. Perform package inspections as appropriate. 5.3.2 Patrol Posts - Conducts patrols in accordance with established routes and schedules. 5.3.3 Traffic Control - Direct traffic (vehicle and pedestrian), control parking, determine parking complaint solutions, and recommend to appropriate supervisor the need to call towing company or local Police. 5.3.4 Duress Calls - Respond to Duress calls. 5.3.5 Building Rules and Regulations - Observe building occupants and visitors for compliance with posted rules and regulations. 5.3.6 Lost and Found - Receive, issue receipts, keep record and store found articles pending disposition. 5.3.7 Law and Order - Maintain law and order within areas of assignment. 5.3.8 Unauthorized Access - Discover and report persons attempting to gain unauthorized access to property. Call for local Police assistance as necessary. 5.3.9 Hazardous Conditions - Report daily to Clinic Manager potentially hazardous conditions and items in need of repair, including inoperative lights, leaky faucets, toilet stoppages, broken or slippery floor surfaces. 5.3.10 Flying the United States Flag - The U.S. Flag (and other flags as authorized) shall be flown as directed by MP-1, Part I, Chapter 8. 5.3.11 Additional Duties - Turn off unnecessary lights, check safes, lock-type repositories, and cabinets, close windows, open and secure doors and check for security deficiencies. 5.3.12 Reports and Records - Prepare required reports. Maintain daily records, activity log, and visitor registry. As necessary, turn reports and records in to designated officials. 5.3.13 Civil Disturbances - perform other functions as may be necessary in the event of situations or occurrences such as civil disturbances or other criminal acts adversely affecting property and the general public lawfully in building or on the grounds under the control of the Government. 5.3.14 Emergencies - Respond to emergency situations and provide appropriate assistance. Immediately notify the COR of action taken. 5.3.15 Attends Clinic meetings: (such as safety committee meetings) as requested by Clinic management. 5.3.16 Participates in Clinic emergency drills and critiques thereof. 5.3.17 Notify Authorities: When efforts to prevent crime fail, the Security Officers will notify the local Police Department by telephone. Notification of VA Police should occur when the situation has been resolved. Security Officers will assist the local police officers in support actions only at the direction of the police officer at the scene. 5.3.18 Assistance: The Security Officers are required to render courteous assistance to employees, patients, and visitors and to safeguard their welfare during emergencies. The officers are responsible to exercise leadership, control and direction during fire, storms, earthquakes or other mishaps, which threaten lives. 5.3.19 Monitor: Security Equipment and fire alarm systems. 5.3.20 Security and Fire Systems: Monitor building fire and intrusion detection systems and other protection devices or building equipment. 5.4 Personnel REQUIREMENTS 5.4.1 Education/Experience A minimum of a high school diploma or equivalency. 5.4.2 Age All Contractor employees performing under a resulting contract shall be a minimum of eighteen (18) years of age. 5.4.3 Assignment: Prior to start, the Contractor personnel shall be certified via background check to show no felony arrest within the past 10 years and the employee shall be bonded and insured. 5.4.4 Personnel Policy - The Contractor shall be responsible for protecting the personnel furnishing services under this contract. To carry out this responsibility, the Contractor shall provide Worker s Compensation, Professional Liability Insurance, Health Examinations, Income Tax Withholding, and -Social Security Payments for these personnel. 5.4.5 Contractor Personnel Security Requirements - All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA 5.4.5.1 Position Sensitivity - The position sensitivity has been designated as LOW RISK. 5.4.5.2 Background Investigation - The level of background investigation commensurate with the required level of access is LOW RISK. 5.4.5.3 Contractor Responsibilities: 5.4.5.3.1 The contractor shall bear the expense ($850.00 estimated) of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM), the contractor shall reimburse VA within 30 days. 5.4.5.3.2 The contractor shall prescreen all personnel requiring access to the computer systems to ensure they maintain a U.S. citizenship and are able to read, write, speak and understand the English language. 5.4.5.3.3 The contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration from working under the contract. 5.4.5.3.4 Failure to comply with the contractor personnel security requirements may result in termination of the contract for default. 5.4.5.4 Government Responsibilities: 5.4.5.4.1 The VA Office of Security and Law Enforcement will provide the necessary forms to the contractor or to the contractor's employees after receiving a list of names and addresses. 5.4.5.4.2 Upon receipt, the VA Office of Security and Law Enforcement will review the completed forms for accuracy and forward the forms to OPM to conduct the background investigation. 5.4.5.4.3 The VA facility will pay for investigations conducted by the Office of Personnel Management (OPM) in advance. In these instances, the contractor shall reimburse the VA facility within 30 days. 5.4.5.4.5 The VA Office of Security and Law Enforcement will notify the contracting officer and contractor after adjudicating the results of the background investigations received from OPM. 5.4.5.4.6 The contracting officer will ensure that the contractor provides evidence that investigations have been completed or are in the process of being requested. 5.5 Safety Requirements - In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer of his designee may determine to be reasonably necessary to protect the lives and the health of the occupants of any building on Government property. The Contracting Officer or his designee will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. After receipt of such notice, the Contractor shall immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his representative at the site of work, shall be deemed sufficient of the purposes aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue a Stop-Work Order for all or any part of the work and hold the Contractor in default as provided elsewhere in this contract. 6.0 DELIVERABLES 6.1 Record Keeping System - A time and attendance record has been established for verification of actual hours worked for each tour as follows: 6.1.1. Duty Hours - Contractor s employee will be required to sign the weekly record, which will be used to audit/match Contractor s invoice. 6.2 In-Field Supervisor - The Contractor shall provide the name(s), telephone number(s) and addresses of the In-field Supervisor, in writing, to the Contract Specialist prior to performance under this contract. The term On-site Supervisor as used in this contract means, a person designated in writing by the Contractor who has authority to act for the Contractor on a day-to-day basis at the work site or vicinity. 6.3 Licenses/Appointment Documents - Copies of licenses and/or appointment documents described in section 5.1.2 shall be furnished to the Contract Specialist. 6.4 Security Requirements - In accordance with section 5.4.5 Contractor Personnel Security Requirements above, the contractor shall submit or have their employees submit all electronic or paper forms related to background investigation to the VA Office of Security and Law Enforcement within 30 days of receipt. A security packet will be provide upon notification of award. 6.5 Training In accordance with section 5.2 Training, the Contractor shall submit to the Contract Specialist written certification that each contract employee has been trained on the subject areas outlined.
