- This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Naval Sea Systems Command (NAVSEA) is seeking small or large business concerns to accomplish overhaul, inspection, and repair of the Vertical Launch System (VLS) and associated support systems/components on the USS HARTFORD (SSN 768), a Los Angeles class submarine.� NAVSEA is contemplating the award of one (1) Cost Plus Incentive Fee (CPIF) contract for the scope of work. A prospective offerer must be qualified to perform Submarine Safety (SUBSAFE) work in accordance with NAVSEA Notice 5000.� The anticipated start date will be FY22. The applicable NAICS is 336611, Ship Building and Repairing. The USS HARTFORD (SSN 768) is currently located in Groton, CT undergoing the planning phase of an Engineered Overhaul (EOH). � A prospective contractor must have the capability to accomplish the following VLS and associated support systems/component, inspections and repairs: Repair/replace preservation system on VLS components in the bathtub area. Accomplish Unrestricted Operation Maintenance Requirement Card (URO MRC) 003 Inspections and repairs for Vertical Launch Missile Tubes, and Vertical Launch Missile Tube Hatches addressing any potential SUBSAFE requirements. Accomplish Non URO 003 structural inspections of Vertical Launch Missile Tube interiors. Restore the Vertical Launch Missile Tube Hatches (for all 12 Missile Tubes) and Operating Mechanisms (for all 12 Missile Tubes). Restore the Vertical Launch Missile Tube Hatch Actuators, Vertical Launch Missile Tube Fairing Lock Actuators, and Vertical Launch Missile Tube Flood and Drain (MFD) components for all 12 Missile Tubes. Accomplish URO 008 inspections and repairs/restoration and any associated SUBSAFE attributes on Vertical Launch Missile MFD valves � MFD-1/2, MFD-7/8, MFD-3, MFD-9, MFD-12, and MFD-18 valves. Restore the MFD valves and actuators � MFD-6 (for all 12 Missile Tubes) Accomplish freshwater flush of VLS Air (APV) system piping. Inspect and repair MFD-1/2 and MFD-7/8 Hull Inserts and strainer plates. Restore the VLS Air valves � APV-1 and �APV-2 (for all 12 Missile Tubes), Inspect and repair Vertical Launch Missile Tube Electrical Hull Fittings (19 Ea) Inspect and shop test Vertical Launch Missile Tube Differential Pressure Transducers (DPTD) (for all 12 Missile Tubes) and Environmental Monitoring Sensors (EMS) (for all 12 Missile Tubes). Remove and replace all Vertical Launch Missile Tube exterior cabling and magnetic switches (for all 12 Missile Tubes). Accomplish S/A 4292 VLS Hatch Fairing and Linkage Upgrade and inspect and repair gaps between Vertical Launch Missile Tube Faring to Non Pressure Hull (for all 12 Missile Tubes). Accomplish retest of all affected components. To be eligible for award, a prospective contractor must: Be SUBSAFE qualified in accordance with NAVSEANOTE 5000 Must to be familiar with and capable of accomplishing and or addressing their approach to Un-Restricted Operations � Maintenance Requirement Cards attributes/requirements, their ability to control and accomplish work within Submarine Safety (SUBSAFE) boundary/interface of mechanical, electrical and structural components/systems associated with VLS, tank and hull structures. � Possess a Master Ship Repair Agreement (MSRA) or possess the necessary qualifications to perform the work and agree to execute a master agreement prior to award (award estimated FY22), in accordance with DFARS 217.7101-3.� Information regarding MSRA qualifications can be found here: http://www.navsea.navy.mil/Home/RMC/CNRMC/MSR-ABR/���� Have demonstrated knowledge of and adherence to the following required certifications/guidance NAVSEA 0924-062-0010 (latest revision) Submarine Safety Requirements Manual ASQ/ANSI/ISO 9000:2015: Quality Management Systems � Fundamentals and Vocabulary Joint Fleet Maintenance Manual (JFMM), Volume II, Integrated Fleet Maintenance, Part I, Chapter 3, Chief of Naval Operations Scheduled Maintenance Availabilities (COMUSFLTFORCOMINST 4790.3 REV D, II-I-3 (16 Oct 2019)) Interested vendors should submit a capabilities statement (not to exceed ten pages) that demonstrates their capability to perform the services described herein. The capabilities statement shall include: Company name Address Business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] Point of contact (POC) information for the interested firm Describe the firm�s experience performing similar repair requirements with at least 51 percent of the work performed by the firm. Identify, by contract number, past or current contracts and/or subcontracts that were awarded to the firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed. Rough Order of Magnitude (ROM) estimate that outlines a detailed schedule as well as cost.� The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite technical capabilities and experience to complete the requirements described herein.
