THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A REQUEST FOR QUOTES. NO CONTRACT WILL BE AWARDED FROM THIS POSTING AND THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION PROVIDED AS A RESULT OF THIS MARKET SURVEY. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to gain knowledge of interest, capabilities, and qualifications of all firms interested in participating in competing and performing a service contract for the MVK. The U.S. Army Corps of Engineers (USACE) is seeking sources to supplement quartering for a large labor workforce. The quarters will be utilized on the Mississippi and Atchafalaya rivers with the Mat Sinking Unit for a period not to exceed 6 months. The Government is seeking to identify business sources under North American Industry Classification System (NAICS) 532411, Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing, with a small business size standard of $35,000,000.00. All interested, capable, qualified and responsive contractors are encouraged to reply to this Sources Sought. 1.� �Contract Information:� The Vicksburg Contracting Office (VCO) is soliciting Capability Statements and Past Performance information from all interested, capable, qualified and responsive contractors who are capable of performing this potential requirement. 2. ���Project Information: This potential requirement is to to supplement quartering for a large labor workforce. The quarters will be utilized on the Mississippi and Atchafalaya rivers with the Mat Sinking Unit for a period not to exceed 6 months. Requirements of the work include (but are not limited to) the following: Unpropelled floating dormitory Minimum of 118 single occupancy rooms with private shower and toilet Environmentally controlled space for heating and air conditioning Sanitation system for waste Pest and rodent free Potable water holding tanks for seven-day capacity with full occupancy ABS certification or approved equivalent USCG approved life jackets in each room and common areas Maximum draft 5 feet Width and headlog height compatible with existing quarter barges in the Mat Sinking Unit fleet Existing quarter barges are 45� wide Existing quarter barges have 6�-7� of freeboard Fuel (diesel) provided by the government Options for Consideration: Self-propelled touring vessel capable of operations on the Mississippi and Atchafalaya rivers Minimum staff to include appropriately USCG licensed pilot�s, engineers, deck hands cooks, stewards, maintenance, and others as required to safely operate the vessel and provide minimal services for guests. Minimal services is defined as food service for 3 meals per day for 2 shifts. Meal subsistence will be provided by the government, basic stateroom cleaning and linen laundry (no personal laundry). 3. Submission Requirements: The Government invites all interested, capable, qualified and responsive contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting, to submit a Capability Statement demonstrating their capabilities to perform the required work. The company's CAGE Code and DUNS number shall also be included with the submission. Contractors MUST have an active record in the System for Award Management (SAM) database. The Capability Statement for this sources sought is not expected to be a proposal but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in performing the requirements noted above. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the results of this Sources Sought. All interested firms, registered with the System for Award Management (SAM) have until Monday, August 30th, 10:00 am (central time) to submit the following information: Please provide your company name, address, point of contact with corresponding phone number, e-mail address, CAGE code and DUNS number. Clearly confirm that your company business size as under NAICS 532411. If applicable provide your socio-economic indicator designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, or Woman-Owned Business. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Provide evidence supporting your capabilities to perform the necessary work. Include project name and key/salient features of the project. Please provide at least one point of contact (with email address and phone number) for project validation. What does your company specialize in? Firm's capability to perform to include geographic location. What experience does your company have with Government contracts? Would you be willing to participate in a future acquisition for this subject Sources Sought/Request for Information? All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Submission of information should be limited to not more than 10 (ten) pages. Submissions that are not received within the allotted time, do not meet all requirements, and do not contain the requested information will not be considered.
