- The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing mammal collars as described in the attached Salient Characteristics. This sources sought announcement is not a request for quotes or proposals and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 334220, Radio & Television Broadcasting & Wireless Communications Equipment Manufacturing, and associated size standard 1250 employees applies to this announcement. All responsible sources may submit a brochure and/or technical specifications detailing the ability of their product to meet the salient characteristics included with this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 08/27/2021 1500 ET. Responses submitted by hardcopy shall not be accepted or considered. Salient Characteristics: Desert Kit Fox Monitoring in the Mojave and Sonoran Deserts The desert kit fox has the potential to be adversely affected by renewable energy development in the Mojave and Colorado/Sonoran Desert regions of southern California. Better understanding of kit fox movements and spatial use near development will help to achieve conservation goals for this species in California. USGS plans to conduct research to evaluate movement behavior of desert kit foxes. USGS plans to capture up to 30 desert kit foxes in southern California and to tag them with GPS-cellular telemetry devices. These devices must contain the following: � Mammal collar with attached GPS unit � Ability to obtain GPS data at user-defined intervals � No external antennas � Ability to transmit data over the GSM (cellular) network � Ability to access data via a web-based user interface or via automated download (API key available) � Full device must be lightweight (<75 g) � Ability to program a geofence (i.e., collar will only attempt to transmit GPS data when the animal is within a pre-defined area with known cellular service) � Predictable GPS data collection rate (GPS frequency is not a function of battery voltage) � Ability to reprogram the collar over the air, after deployment on the fox � No more than 12-week lead time on orders
