- This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Notice Details. �The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to identify interest in the Construction Contract for Phase 1a, B108 Parking Structure, including the seismic upgrade of the entire structure, adding two �(2) new floors (levels 5 and 6) for approximately 150 additional parking spaces, anti-harm protection upgrades, and retrofit upgrades to fire protection and HVAC systems on levels 1 and 2.� This construction contract will be awarded in support of the Veteran�s Affairs Portland Health Care System (VAPORHCS). �This construction contract was previously included as a part of the overall VA Seismic Upgrade sources sought issued on 20 October 2020.� Reponses to this Sources Sought announcement will be used by the Government to review existing small business capabilities at both the Prime and subcontracting tiers and to determine if appropriate, a small business set-aside acquisition strategy decision IAW FAR part 19.5. �Award will be made in accordance with FAR Part 15, using best value trade-offs. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: �Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond so maximum opportunity can be afforded to small business community. The North American Industrial Classification Code (NAICS) for this requirement is:� 236220, �Commercial and Institutional Building Construction�. The related size standard is:� $39.5M.
