- 25-AUG-2021 - Questions & Answers posted. Government is currently working on capturing and uploading specs, anticipate posting of specs 26-AUG. The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price award�for replacement and/or upgrade of the Integrated Control Management System and Fire Fighting System on the dredge vessel�Essayons. The complete Performance Work Statement is attached. SITE VISIT (Ship visit): For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: Wednesday August 25 Wednesday September 1 Wednesday September 8 Site visits will be in the Columbia River area.� If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 7 days of advance notice.� Due to the current Potable Water capacity the vessel is making pier stops approximately every 10-12 days.� Any of these pier stops could be used as an opportunity for a Ship Check without impacting the vessel schedule. The actual pick up locations will be confirmed within 3 days of each visit, with these visits intended to be�no more than 90 minutes drive�from Portland, OR. Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meet the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE. Offerors are expected to bring their own PPE to the site visit. Standard COVID protocol will be followed, as required by the State.� Face coverings will be required, and temperature checks will be done upon arrival. The Dredge ESSAYONS is currently in the operational dredge season throughout the Columbia River. Due to the current operational schedule, the details for the locations of the site visit dates above are subject to change. Some of the potential site visit locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry. If you do or do not have a TWIC card, please make the Point of Contact (POC) below aware of this information when scheduling the site visit. For those who do not have a TWIC card, an escort will be arranged for pick up from outside of the Port entry point. This RFQ is issued on a 100% Total Small Business Set-Aside�competition basis in electronic format only. Paper copies of this RFQ will not be available. Other methods of requesting a package will not be accommodated. Quoters shall submit their quotes via email to the following individuals by no later than the date and time established in the attached Combined Synopsis/Solicitation.
