- Page 1 of 3 PRE-SOLICITATION NOTICE OF INTENT - NON-COMPETITIVE INTRODUCTION: PURSUANT TO FAR Subpart 5.2 Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TOAWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The U.S. Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC), onbehalf of the Office of Acquisition & Logistics (OAL), intends to award a contract for a Global Executive Council Membership provided by Project Management Institute. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 813920 with a Size Standard of 15 million dollars. STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . DESCRIPTION OF REQUIREMENT: The proposed action is for a sole source firm- fixed-price (FFP) contract with Project Management Institute, a Large Business, for the procurement of an Office of Acquisition & Logistics (OAL), Global Executive Council membership. A sole source procurement is required as there is only one company that provides the membership to the Global Executive Council. The Department of Veterans Affairs (VA), Office of Acquisition & Logistics (OAL) has a requirement to renew annual membership for the Project Management Institute (PMI) Global Executive Council. Membership includes participation in several PMI meetings each year; access to a community website, which includes a document repository for previous Council meetings, a Council Practice Improvement Assessment to evaluate and benchmark OAL s project management practices internally or externally against other Council member organizations; and participation in regional executive roundtables to discuss and capture actionable knowledge with peers on emerging trends and relevant topics. In past years the Council has asked for a primary and alternate member to be named. In past years OAL has designated different executives and managers for each contract period of performance. Tasks Requirements Two memberships to the Global Executive Council. Global Executive Council helps shape the future of the profession. Council members share excellence and best practices to positively promote the utilization of project management. The objectives for this contract are to have access to: Industry Issues and Trends Subject matter experts and influencers Research and insights products Guides and tools Purpose and Objectives The overall purpose of this project is to create a single contract The overall purpose of this project is to create a single contract with a 12 month base and four, 12 month option periods for two (2) memberships to the Global Executive Council offered by Project Management Institute (PMI). PERIOD OF PERFORMANCE: The period of performance will be for base period of 12 months from date of award with four additional 12 month option periods. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties bona-fide capabilities of providing the product or service. Pricing maybe submitted and if submitted shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the decision. Such factors may include, but are not limited to: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
