Description
This is a combined synopsis/solicitation for a commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W9127Q-21-R-0034, is being issued as a Request for Quote (RFQ) using Simplified Acquistion Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2021-06, and the Defense Federal Acquisition Regulations (DFARS) updated 9 July 2021. The provisions and clauses incorporated into this solicitation are attached separately on Attachment 1 - Solicitation Provisions and Clauses. This requirement is being issued as full and open competition. The North American Industrial Classification System Code is 611430�with a standard size of $12,000,000.00. The Government contemplates an award of a Firm Fixed Price contract for six OSHA courses at various locations�in Mississippi. Purpose.�The OSHA Outreach Training Program is a voluntary program. Its purpose is to promote workplace safety and health and to make workers more knowledgeable about workplace hazards and their rights. Outreach training does not fulfill the training requirements found in OSHA standards. Employers are responsible for providing additional training for their workers on specific hazards of their job as noted in many OSHA standards. A list of standards requiring training may be found in OSHA Publication 2254, Training Requirements in OSHA Standards and Training Guidelines.� Contractor shall provide Occupational Health Safety Administration (OSHA) Courses�in accordance with the Performance Work Statement (PWS) attachment #2, at least one course must start before September 30, 2021. The CLIN structure for the Combined Synopsis/Solicitation and resultant award will be the following: CLIN 0001- OSHA #511- Occupational Safety and Health Standards for the General Industry (30 Hours)�(est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) CLIN 0002- OSHA #521 OSHA Guide to Industrial Hygiene (26 hours) (est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) CLIN 0003-�OSHA #2015 Hazardous Materials (26 hours)�(est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) CLIN 0004-�OSHA #2045 Machinery & Machine Guarding Standard (26 hours)�(est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) CLIN 0005-�OSHA #2264 Permit-Required Confined Space Entry (22.5 Hours)�(est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) CLIN 0006-�OSHA #3095 Electrical Standards (26 hours)�(est. Period of Performance: 09/06/2021-09/05/2022), Quantity/Unit of Issue: 1�EACH Firm Fixed Price (FFP) Prices for CLINs 0001, 0002, 0003, 0004, 0005, and 0006�shall be firm fixed price (FFP) and inclusive of all labor, materials, travel, supervision, and associated services required to perform the training described within the Performance Work Statement (PWS). The Service Contract Act applies to this acquisition. Reference Attachment #3�Service Contract Wage Determination 2015-5151�for Forrest�County, Revision No. 16 dated, 21�July�2021, 2015-5161 for Grenada County, Revision 18�dated, 21�July�2021, 2015-5147 for Harrison County, Revision No. 14�dated, 21�July�2021, 2015-5157 for Lee County, Revision No. 15�dated, 21�July�2021, and 2015-5153 for Rankin County, Revision No. 14�dated, 21�July�2021 for the wage determination that is applicable to this acquisition. Basis of Award:�Award will be made on the basis of lowest priced offer and satisfies all the minimum requirements per the attached Performance Work Statement. Detailed description of minimum requirements and unit are included within the Performance Work Statement. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Clauses and provisions incorporated by reference may be accessed via the Internet at https://www.acquisition.gov. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. All offerors must include Fed Tax ID #, CAGE and DUNS Number.� All potential sources shall be registered within SAM.gov, https://sam.gov/portal/publis/sam in order to be considered eligible for award. Electronic Submission of Payment Request and Receiving Reports DFAR 252.22-7003,�apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. Questions on WAWF may be directed to the WAWF Help Desk (available 24/7) at 866-618-5988. Quotes are due no later than�2:00 p.m. local (CST) time on Friday, 27�August�2021.�Submit quotes via email to Kady Fontenot, kady.c.fontenot.civ@mail.mil.�Mailed and faxed quotes will not be accepted.� Should offerors require additional clarification or have any questions regarding this requirement, must be submitted in writing by email, addressed to Kady Fontenot, kady.c.fontenot.civ@mail.mil. Questions must be received no later than 11 a.m. (CST) 26�August 2021. Requests for a copy of the solicitation will not receive a response.
