- The U.S. Army Contracting Command � Rock Island, on behalf of the Project Director for Joint Bombs, intends to issue a Request For Proposal (RFP) W52P1J-21-R-0052, on or after 10 September 2021 with an estimated closing date of 45 days after issuance. The RFP for the CXU-3 A/B Signal Cartridge is a 100% Small Business Set-Aside.� The following items will be included in the solicitation: � ITEM��������������������������������� ���������������������NSN��������������������������� ����������� CXU-3 A/B Signal Cartridge (USAF)����� 1325-01-112-8170 CXU-3 A/B Signal Cartridge (USN)������� 1325-01-088-4217 The applicable NAICS code is 332992, All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a size standard of 1250 employees. The RFP will solicit proposals for a Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) production contract. The minimum guaranteed quantity (MGQ) is a quantity of 30,000 each CXU-3 A/B Signal Cartridges USAF. The contract will consist of five one-year ordering periods to award FY22-FY26 requirements.� The total maximum quantities to be awarded throughout the life of this contract, as a result of this RFP, are 340,000 each CXU-3 A/B Signal Cartridges USAF and 75,000 each CXU-3 A/B Signal Cartridges USN.� First Article Test (FAT) will be required for this requirement. FAT shall be completed 240 days after issuance of the Delivery Order. FAT Reports are required to be submitted for U.S. Government disposition 270 days after issuance of the Delivery Order. �Production deliveries are required to begin 365 days after issuance of Delivery Order.� Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity.� The Technical Data Packages (TDP) associated with the CXU-3 A/B Signal Cartridge is classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 as Amended, titled, 50 U.S.C. App 2240 Et Seq. All TDPs will be available for access electronically via SAM.gov website (formerly Fed Biz Opps (FBO)) once the RFP is released.� An Offeror must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the TDPs.
