- ****PLEASE SEE THE ATTACHED SOLICITATION DOCUMENT (LEP Solicitation 20210818) FOR THE ENTIRE COMBINED SYNOPSIS SOLICITATION - ALONG WITH ASSOCIATED ATTACHMENTS.**** COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with procedures at FAR Subpart 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This written solicitation is issued in accordance with the FAR Subpart 12.603(b) � Streamlined Solicitation for Commercial items.� A Standard form 1449 (Solicitation/Contract/Order for Commercial Items) will not be used for issuing this solicitation, however the Government anticipates awarding multiple Firm Fixed Price (FFP) contracts from this solicitation using the SF1449, but reserves the right to award one or no contracts.� The Government also reserves the right to award partial submissions. (ii) The solicitation is being issued as a Request for Proposal (RFP); solicitation number is W911QY-21-R-0041. The solicitation including any attachments may be downloaded from System for Award Management at website https://sam.gov.� (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. (iv) This requirement is set aside only for those vendors currently listed on the Authorized Protective Eyewear QPL (APEL) (see https://www.peosoldier.army.mil/Equipment/Approved-Eyewear-QPL/), and will follow the Best Value Source Selection Process. The Government is interested in awarding multiple contracts, subject to availability of funds. The North American Industry Classification System (NAICS) code for this procurement is 339115 � Ophthalmic Goods Manufacturing, with a corresponding small business size standard of 1,000 employees.� (v) A description of requirements for the items to be acquired (please see Salient Characteristics in Attachment 1).� The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Division (ND), Natick, MA, in support of the U.S. Army Combat Capabilities Development Command � Soldier Center (DEVCOM-SC), is seeking a source capable of providing eyewear deliverables that meet the applicable salient characteristics and Mil-Spec requirements, as outlined in the following attachments: Attachments to this Combined Synopsis/Solicitation include: Line item list with salient characteristics/MIL-Spec requirements; Non-disclosure agreement (NDA) for items identified as Controlled Unclassified Information (CUI); NOTE:� NDAs shall be submitted no later than 5:00PM EST on 8/31/2021. ��������������������������������������������������������������� (viii) The provision at 52.212-1, Instructions to Offerors � Commercial (JULY 2021), applies to this acquisition.� The following ADDENDUM TO 52.212-1 is hereby included: Questions, if any, are due within�fourteen�calendar days after receipt of this solicitation, and must be submitted electronically via email to Alexander Ponusky at alexander.m.ponusky.civ@mail.mil and Shawn Haubner at shawn.p.haubner.civ@mail.mil. �The Government will provide answers to a consolidated listed of unattributed questions within two business days, or as soon as possible via amendment through the Government-wide Point of Entry (GPE) at https://sam.gov. � Proposals in response to this solicitation shall be valid for 30 calendar days.� Please annotate the last day the proposal will be valid.� Firms will not be reimbursed for proposal preparation costs.� Proposals should be prepared simply and provide concise description of the products that meet the solicitation requirements.� A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. � Proposals in response to this combined Synopsis/Solicitation shall be submitted electronically to Alex Ponusky via email to alexander.m.ponusky.civ@mail.mil and Shawn Haubner at shawn.p.haubner.civ@mail.mil. All proposals shall be submitted by 2:00pm Eastern Time (Natick local time) on Friday, 17 September 2021.� Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Proposals may be submitted in Word, PDF, or Excel format only. Do not include links to websites in lieu of incorporating information into your proposal. It is the Offeror's responsibility to confirm that their proposal submission has been received.
