This is a PRESOLICITATION NOTICE. The Department of Veterans Affairs, Network Contracting Office 9, located at 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, anticipates issuing a solicitation Request for Quote (RFQ) on or about 8/24/2021 to request quotes for the following: The requirement for a Contractor who is certified on Caterpillar Generators to provide Annual Maintenance/Load Testing on six (6) Caterpillar Generators for the Memphis Veterans Affairs Medical Center (VAMC), located at 1030 Jefferson Ave., Memphis, TN 38104-2127. END OF PRESOLICITATION NOTICE SOLID WASTE STATEMENT OF WORK GENERAL INFORMATION: INTRODUCTION This requirement is to have Contractor who is certified on Caterpillar Generators to perform Annual Maintenance on six (6) Caterpillar Generators located at the Memphis VA Medical Center, 1030 Jefferson Ave., Memphis, TN, 38104. BACKGROUND The requirement exists to maintain Emergency Generator s in a readiness condition for backup power. SCOPE OF WORK The Contractor shall furnish all labor, supervision, and material to includes all parts and labor for these services during normal business hours or after hours at the Memphis VA Medical Center, 1030 Jefferson Ave, Memphis TN, 38104-2127. TASKS TO BE ACCOMPLISHED: Provide complete maintenance to include (4) four -hour load test for each generator. Caterpillar Generators Memphis Veterans Affairs Medical Center Generator Location Manufacturer Model Bldg. 1 Gen 1 Caterpillar SR-4 Bldg. 1 Gen 2 Caterpillar SR-4 Bldg. 1 Gen 3 Caterpillar SR-4B Bldg. 1 Gen 4 Caterpillar SR-4B Bldg. 5 Caterpillar C9 Bldg. 7 Caterpillar C15 Maintenance to include changing oil filters, fuel filters, to include any other parts and materials necessary to provide a full-service maintenance. Generator load test to include thirty percent (30%) load for one hour, fifty percent (50%) load for one hours and seventy five percent (75%) load for two hours. Contractor shall return generator to normal state and test for proper operation. Contractor will provide supervision to ensure proper procedures are used. Contractor and their staff are not permitted to take any pictures, videos, or drawings of any type. Taking of photographs/videos are prohibited while on VA premises. Contractor s staff will check in with the VA police to receive a VA work authorization badge. These badge s must always be worn facing forward and above the waistline. PERIOD OF PERFORMANCE: The Government anticipates awarding a Firm-Fixed Price Contract for a period of one(1) Base Year and four(4) Option Years consisting of one year each. Base Year: 10/1/2021 09/30/2022 Option Year 1: 10/1/2022 09/30/2023 Option Year 2: 10/1/2023 09/30/2024 Option Year 3: 10/1/2024 09/30/2025 Option Year 4: 10/1/2025 09/30/2026 SUPPORTING INFORMATION: Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. Qualifications of Key Personnel Contractor s employees should be certified to work on Caterpillar Diesel Generators. Supervision/Program Manager/Communications. At all times during the performance of this Contract, a Supervisor/Program Manager shall be available by cellular device. Prior to beginning any work, the Contractor s Competent Person who is certified to work on this equipment and meets OSHA training guidelines, shall be capable of making decisions and acting on behalf of the Contractor must always be physically located on site during performance of this contract. If the Contractor s Competent Person is absent from the job site for any extended period, the COR may send all Contractor/sub-contractor employees off the site. Security Requirements: Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. These employees shall bring photo ID to obtain a VA Contractor identification badge that shall always be worn above the belt while on VA property. Contractor s employees shall return all I.D. badges to designated personnel upon completion of work each day. The Contracting Officer Representative (COR) is responsible for the inspection of the work called for in this contract. The Contracting Officer s Representative will be identified by delegation, which will contain their name, telephone number and email address. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. The Safety Manger is responsible for safety inspections of all contract operations. The Safety Manager contact information will be provided by the COR upon request of the awardee. Smoking Policy. As of October 1, 2019, all VA Health Care facilities are Smoke-Free; therefore, Contractor shall ensure all employees abide to VHA Directive 1085. Parking/Traffic Regulations. The Contractor shall not park in patient parking or on grassy areas unless approved by the COR. If approved the Contractor must agree to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are always to be observed by operators. Seat belt use is mandatory on the VA grounds. END OF STATEMENT OF WORK
