PRESOLICITATION NOTICE FOR 36C24221R0115 HEALING GARDEN SITE PREP Page 5 of 5 CONTINUATION OF PRE-SOLICITATION NOTICE: This notice is for Solicitation 36C24221R0115, Healing Garden Site Prep at the James J. Peters DVA Medical Center, located at 130 W. Kingsbridge Road, Bronx, NY 10468. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VIP Registry database prior to submitting a bid: http://www.vip.vetbiz.gov Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, with a Size Standard of $36.5 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $100,000 and $250,000. The work associated with this project is non-complex in nature. Therefore, the solicitation period will be expedited to the extent allowable. Project No. 526-21-146; Site Prep for Healing Garden at the James J. Peters VA Medical Center, Bronx, New York. Scope of Work: This is a construction project for site prep work in order to sustain the design of the Healing Garden in front of the Research Building of the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468. The Site prep work required includes: furnish all supervision, labor, equipment, and material necessary to complete the Healing Garden and to build an environment where the Whole Health department can implement horticulture therapy for our Veterans.  Location: Outside the entrance of Building 105 Area of work: Approximately 1,225 square feet The contractor shall perform the following tasks: Excavate existing soil for the 35 x35 area of work to accommodate drainage profile Furnish and install 6 of crushed stone aggregate Compact in lifts Furnish and install 1225 square feet of 2 x2 precast concrete pavers Provide an  8 retaining edge at two sides of the patio Install drip irrigation system with a timer from existing water outlet adjacent to site (Approximately 100 ft from site) Provide underground utility scanning prior to irrigation system installation. Labor and safety protection Provide submittals for review on all material, applicable procedures and certifications Provide updated MS Project schedule upon request by Engineering Services within 2 working days Provide a construction log to Engineering Services each day to include the following: Summary of work performed and any potential project related risks / concerns Major materials received Number of construction crew members on site and total hours worked Delays / interferences in project work Safety near misses and accidents 1.2 The contractor will provide 24 x24 , 2-3/8 thickness residential type, precast concrete pavers with 6 of crushed stone aggregate. This includes Grading 35 x35 area to 1% slope and grading the area around. This also includes providing irrigation line up to the work area and a timer. The contractor will provide Underground Utility Scanning for existing utilities. The contractor will complete concrete sidewalk replacement by cutting and replacing concrete sidewalk for the irrigation system and completely restoring areas affected. Contractor to provide proper safety signage for pedestrian and vehicle traffic and implement all proper safety precautions in order to ensure a safe work site. This includes construction barrier and fencing around work site. Contractor will also need to coordinate work with the COR and Plantropy, who will be awarded the actual installation of the Healing Garden under separate contract and scope (referenced below in section 3.1 2. Cleanup and Disposal 1. Housekeeping a) The contractor shall maintain a clean work environment, keeping all pavers, soil, materials etc. organized b) The contractor will ensure that at the end of each of each work day, all materials that are to remain outside are securely fastened/do not disturb the premises of the Research Building c) If the COR and/or designated representative, finds the area unacceptable, the contractor, at his/her own cost, shall re-clean until acceptance is gained. The contractor is to perform the necessary corrective action immediately without exception. 2. Disposal of Trash and Hazardous Waste: a) The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government s final acceptance of work. b) The contractor shall comply with OSHA, EPA, the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of all waste and debris. 2.1 Testing and Acceptance All equipment shall be tested prior to the Government s final acceptance. All testing reports and specification documents must be provided to the Contracting Officer Representative, if applicable. 2.2 Cost Liability The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals. The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident. The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. 2.3 Protection of Work and Property a) The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center. b) The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage, and to avoid inconvenience to pedestrian movements. 2.4 Additional Work Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal through the Contracting Officer, and upon approval, a contract modification will be issued to authorize the work. 2.5 Performance Schedule All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 (Normal working hours) PM Eastern unless authorized by Engineering Services. 2.6 Period of Performance Work to begin within one week of contract award and to be completed within 60 calendar days, as outlined in paragraph 3.5 Performance Schedule. *NOTE*: The below section 3.0 is for informational purposes only. Contractor will NOT be responsible for the following work. The work described in 3.0 will be done by Plantropy, who will complete the environment of the Healing Garden once the site prep work is completed by the contractor under this project. This site prep project will allow Plantropy to install the below items for the Healing Garden. 3.0 Final Healing Garden work to be Completed by Plantropy once site prep work is done. Plantropy work includes but may not be limited to the following; Above Ground Garden Irrigation System (to be done by Plantropy): Includes: Waters up to 9 beds (4 x 8 ); 300 of soaker dripline; Filter and PSI regulator, ¼ and ½ fittings, Punch and hold down stakes, 100 of ½ mainline tubing Perimeter Fencing and Gates (to be installed by Plantropy: Construct perimeter fencing (35 x 40 ) using black PVC coated metal hardware cloth (1 x 1 square cells), attached to 4 x 4 untreated cedar vertical posts and trimmed with 1 x 4 untreated cedar. Fence height is 3 above grade. Perimeter fencing includes two entry gates Perimeter Planting Bed and Plants (to be installed by Plantropy): Prepare three-foot wide perimeter planting and amend with organic compost/topsoil blend from McEnroe Organic Farm. Plant assortment of perennial plants throughout and milch with natural wood mulch. 3.1 Contractor site prep work to be coordinated with final Healing Environment work being done by Plantropy (from section 3.0 above) The construction contractor shall coordinate the site prep SOW with the Engineering COR, and may also need to consult with and coordinate with the Healing Garden company, Plantropy. This will ensure that all site prep work is compliant with the remaining work being done by Plantropy, in order to provide a complete and functioning Healing Garden environment. Applicable NAICS Code: 236220. All proper infection control and life safety measure will be provided and coordinated with Infection Control and Safety Officer. Contractor must ensure that work site is left safe for pedestrians and vehicles at the end of each work day, and also provide temporary safety measures including temporary lighting and steel plates for affected areas and roadways. Estimated Completion Time: 60 Calendar Days from receipt of NTP. Award will depend on availability of funds at time of award. All other details and information shall be contained in the solicitation which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about 08/27/2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement. Interested bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid opening.
