- Department of Veterans Affairs, New York Harbor Healthcare System, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to MILLER & CHITTY, CO for replacement and repair services for one (1) Boiler Blower Motor, wiring from blower motor to the starter, ground wiring and testing functionality of boiler after repairs. SERVICES REQUIRED: Contractor shall provide all labor, personnel, equipment, tools, materials, parts and supervision required to replace one (1) 50HP blower motor on #4 Boiler which is a Cleaver Brooks 700 HP Fire Tube Boiler, Model/Serial #: CBLE200X-700 OL-090890. The boiler is located at the New Jersey Health Care System, Lyons VA Medical Center, 151 Knollcroft Road, Bldg. 14, Lyons, NJ 07939. The services shall be scheduled for the earliest available date to reduce downtime of the boiler and minimize impact on daily Facility operations. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 3:00 PM EST, Wednesday, September 1, 2021. Responses to the information requested above may be submitted via e-mail to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK CONTRACT TITLE: Replace Blower Motor and Wiring on #4 Boiler BACKGROUND: The Department of Veterans Affairs, NJ Health Care System boiler plant experienced an electrical short at the motor junction box on #4 Boiler blower motor which caused the boiler to shut down. The wiring inside the junction box was burnt and one of the connections melted. Whenever deficiencies are found, they must be corrected to keep the Boiler Plant operating in a safe and reliable manner. Due to the complexity, cost and amount of work involved, the deficiencies are required to be performed by an experienced and authorized Cleaver Brooks contractor for the NJ Somerset County. This work must be awarded and corrected expeditiously to keep all boilers in our plant performing at 100% capability. SCOPE OF WORK: The Contractor shall provide all labor, personnel, equipment, tools, materials, parts and supervision required to replace one (1) 50HP blower motor on #4 Boiler which is a Cleaver Brooks 700 HP Fire Tube Boiler, Model/Serial #: CBLE200X-700 OL-090890. The boiler is located in Building #14 at the Lyons Campus, New Jersey Health Care System VAMC. Contractor shall: TASK 1- Ensure all boilers being worked on are locked out and tagged out by VA Staff. Contractor will ensure their own locks are in place where required to ensure the safety of their personnel. Remove the blower motor on #4 Boiler and replace with a new blower motor of original manufacturer s specification. TASK 2- Replace (3) legs of 1.0-gauge wire going from the blower motor to the starter, replace ground wire and test operate boiler to ensure proper operation. TASK 3- When repairs have been completed the VA NJ Healthcare System will make ready the boiler to run to prove out work performed. All materials must be in compliance with the manufacturer s current published specifications. In addition to conforming to these specifications, it shall also conform to all Federal and State regulations in effect at the time of manufacture. All materials shall be new and of current production. The manufacturer s standard warranty for 12 months shall apply. The Contractor shall guarantee all materials furnished for a period of one (1) year from the date of delivery if such materials are not included in the manufacturer s standard warranty. This guarantee shall include defective materials, when replacement becomes necessary due to defective materials or workmanship, all labor and material shall be furnished by the Contractor at no cost to the VA. PERIOD OF PERFORMANCE: Working hours are from 7:00 am-4:00 pm Monday-Friday except on Federal Holidays. A schedule will be set upon contract award by the point of contact (POC) or Contracting Officers Representative (COR) if one is appointed. The work shall be scheduled for the earliest available date. 5. PLACE OF PEFORMANCE: The services for #4 Boiler will be performed at the: Department of Veterans Affairs New Jersey Health Care System Lyons Campus, 151 Knollcroft Road, Bldg. 14 Lyons, NJ 07939
