- Special Notice 9/23/19 The following notice is issued for informational and planning purposes only and is not a request for information or responses to be submitted. It is the Government's intent to amend solicitation N00421-17-R-0036 for re-compete of Airborne Range Support Services (ARSS). Please continue to monitor Federal Business Opportunities (FBO) for the release of a forthcoming amended solicitation. The Government appreciates your interest in this effort and thanks you for your continued patience. UPDATE 12/19/2019: DRAFT RFP� The Government has amended solicitation N00421-17-R-0036 for re-compete of Airborne Range Support Services (ARSS) for review. PRE-SOLICITATION CONFERENCE WILL BE HELD: Date: 15 January 2020 Time: 8:00 a.m. - 12:00 Noon EST Location: Naval Systems Incorporated, 21513 Great Mills Road, Lexington Park, MD 20653 (Flag Conference Room) The purpose of the conference is to provide industry with an understanding of the content of the draft RFP including Sections L (Instructions to Bidders) & M (Evaluation Factors for Award), discuss program requirements, and provide the opportunity for industry feedback prior to release of the final RFP. ONE-ON-ONE SESSIONS WILL BE HELD: Date: 15 January 2020 Time: 1:00 p.m. - 5:00 pm EST Location: Naval Systems Incorporated, 21513 Great Mills Road, Lexington Park, MD 20653 (Flag Conference Room) One-on-one discussions, with a limit of 45 minutes per vendor, will be scheduled after the open forum (if requested by the potential offeror). The purpose of the sessions is to give the Government the opportunity to obtain specific feedback from your company regarding the draft documents; and give potential offerors the opportunity to ask questions and provide feedback directly to the Government regarding the requirement. The Government requests that Offerors respond to the below areas during the one-on-one sessions. The Government also requests you provide a written response to the below areas no later than 8 January 2020 to sherona.thomas@navy.mil and david.silverstone@navy.mil. a. Challenges with meeting the requirements of the Performance Based Work Statement. b. Challenges with meeting the Standup Capability periods. c. Challenges to obtain a radar system meeting the requirement of the Performance Based Work Statement (PBWS). d. Estimated total time in months it will take to receive the proposed radar after contract award. e. Challenges with installation of radar system on the proposed aircraft. f. Estimated total time in months it will take to install the proposed radar and radar and aircraft be ready for range certification flight. g. Proposed Government Furnished Equipment for this effort. h. Proposed Contract Line Item Number structure. i. Substantiation of proposed aircraft (i.e., proof of ownership, executed lease agreements, condition of aircraft) j. Other areas/information that you may wish to discuss. To schedule a one-on-one session, please submit a request in writing to joseph.o.andrews@navy.mil no later than 2:00 p.m. EST on 8 January 2020. Offerors will be notified of their assigned 45-minute time slot at (or prior to) start of -the conference presentation. REQUESTS FOR ONE-ON-ONE MEETINGS WILL NOT BE ENTERTAINED OR ARRANGED AT THE INDUSTRY DAY EVENT. Participation in the Pre-Solicitation Conference and/or One-On-One sessions is not a prerequisite for responding to the final RFP. SECURITY, FACILITY ACCESS, AND RSVP INFORMATION: Security clearance and base access are not required in order to attend. However, interested companies shall submit the following for all individuals planning to attend: Name, title, e-mail address, and phone number. Please note that, due to space availability, companies will be limited to three (3) attendees each. Information must be submitted to sherona.thomas@navy.mil and joseph.o.andrews@navy.mil no later than 2:00 p.m. EST on 8 January 2020 in order to allow time for screening by Security Forces prior to the event start date. Anyone who has not complied with the above will not be allowed admittance to Pre-Solicitation Conference or One-on-one sessions. GENERAL INFORMATION: Please note the following regarding the Pre-Solicitation Conference and One-On-One Sessions: Arrive 15 minutes early for registration Bring identification Cell phones, tape recorders, and videos are prohibited. It is recommended that interested vendors continue to monitor https://beta.sam.gov/ over the next few weeks for additional information relating to Airborne Range Support Services (ARSS), Contractor Air Services (CAS), Solicitation No. N00421-17-R-0036. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVAIR will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. All information released in this announcement and at the pre-solicitation conference is considered DRAFT and for informational purposes only. Upon release of the formal solicitation, all responsible sources may submit a proposal, which shall be considered by the agency.
