Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the United States Army Medical Research Institute for Infectious Diseases (USAMRIID) Virology Division to procure the Guava easyCyte Flow Cytometer without competition as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure these replacement parts from the Luminex Corporation. The Luminex Guava easyCyte flow cytometer is the only flow cytometer that meets the Government requirements. The low waste output of the easyCyte makes it advantageous for use in containment, which will result in less biohazardous regulated medical waste requiring disposal. The Luminex Guava easyCyte flow cytometer instrument does not require laser re-alignment and the user can replace the flow-cell, if needed, eliminating the need to get approval for a contract technician to enter into containment for annual maintenance. Additionally, the high sensitivity of this instrument is needed to enhance animal model development work where identification of very low numbers of infected cells in samples is mission critical. The Luminex Guava easyCyte flow cytometer reduces the risk of contamination with infectious agents and therefore is the only cytometer that will support the mission. The low waste output in addition to the in-house ability for laboratory technicians to service the Guava easyCyte makes the Luminex equipment far superior to comparable make/model equipment. The North American Industry Classification System (NAICS) for this requirement is 334516 and PSC 6930. Proposed solicitation number: W81XWH21Q0211. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 7 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least seven (7) days after the publication of this notice, the solicitation will be issued as sole source requirement. Interested concerns must identify their capability in writing to the above email address listed above no later than 3:00 PM ET, 01 September 2021.
