CONTINUATION OF PRE-SOLICITATION NOTICE: This notice is for Solicitation 36C24221R0105, Replace Fire Hydrants at the James J. Peters DVA Medical Center, located at 130 W. Kingsbridge Road, Bronx, NY 10468. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VIP Registry database prior to submitting a bid: http://www.vip.vetbiz.gov Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, with a Size Standard of $39.5 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $25,000 and $100,000. The work associated with this project is non-complex in nature. Therefore, the solicitation period will be expedited to the extent allowable. Project Title: Replace Fire Hydrants at the James J. Peters VA Medical Center, Bronx, New York. REPLACE TWO FIRE HYDRANTS LOCATION: GUARD SHACK & FISHER HOUSE 1.1 Scope of work: This is a construction contract for the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 to furnish all supervision, labor, equipment, and material necessary to fully replace two fire hydrants located near the guard shack entrance and in front of the Fisher House in accordance with standard industry practices. Included with the scope of work are two attachments (A) and (B). The replacement work must comply with the applicable federal rules and regulations, mechanical codes, regulating the replacement of fire hydrants in New York City. 1.2 The fire hydrants are to be replaced with the S Series NYC Smith fire hydrants as manufactured by Mueller Company or approved equal. The new hydrants shall be installed in accordance with manufacturers instructions and AWWA specifications. The replacements shall be new and final approved shall be at the determination of the James J. Peters VA Medical Center, Engineering Services. The contractor shall perform the following tasks: Safety / Site Control - Set up yellow OSHA compliant guardrail or 6ft tall chain link construction fence around construction area with appropriate construction signage Install shoring as required in excavation area and cover any open holes and label for potential fall hazards during non-working hours Follow appropriate lock out tag out procedures for installation of new fire hydrants Provide lift plan for removal and installation of fire hydrants Provide a construction log to Engineering Services each day to include the following: Summary of work performed and any potential project related risks / concerns Major materials received Number of construction crew members on site and total hours worked Delays / interferences in project work Safety near misses and accidents Corrective actions regarding section 3 Cleanup and Disposal Construction - Excavate at fire hydrant Remove and dispose of the existing fire hydrants Install new fire hydrants with concrete footer and thrust block as shown in the attachment (B). (assume the ground pipe is no more than 6 ft below grade and is a 6 inch pipe - contractor shall include one site visit to perform exploratory excavation to confirm bury line dimension, pipe size and flange pattern) Backfill area as shown in attachment (B) with filter stone wrapped in filter fabric Backfill area using existing soil in 6 inch lifts and 2 passes each using a rammer tamper or approved equal. New grade to match adjacent soil. Top 4 inches shall be new top soil and seeded with a tall fescue with straw mat placed on top (work to be completed following manufacturer s instructions and standard industry practice). Finish top-coat color shall be yellow (Sherwin Williams POLANE S Plus Polyurethane Enamel or approved equal) to match existing facility fire hydrants color Quality Control / Assurance - Follow manufacturer s instructions for inspecting the new fire hydrant upon arrival with the COR and provide written documentation of any defects Torque bolts according to manufacturer s instructions and verify with COR prior to backfilling New fire hydrant to match same orientation and elevation as existing fire hydrant Provide submittal log of all material and applicable equipment, procedures and certifications to the COR for approval prior to starting construction Field verify measurements and connections prior to providing proposal Provide 3rd party visual weld inspections by certified weld inspector (AWS) as applicable Provide updated MS Project schedule upon request by Engineering Services within 2 working days Maintenance / Training - Provide a critical spare parts list with pricing and warranty information for the fire hydrant assembly by the manufacturer Coordination Plan - If road or sidewalk needs to be closed for construction, contractor to provide signage, and duration and proposed construction limits in proposal. (utilize Fisher House fire hydrant location for additional laydown space) If main water line needs to be shut off for installation a coordination plan shall be provided to the COR for approval Commissioning - Perform hydrostatic testing of fire hydrant in accordance with the manufacturer's instructions. The COR and Plumbing Shop Foreman shall be present to witness the commissioning of both fire hydrants for final approval. Send written documentation of final results to the COR 2.1 Deliverables: 2.1.1 Project deliverables include the following: Replace 2 fire hydrants (hydrant, standpipe, and elbow) at the guard shack / entrance and in front of the Fisher House following the location and detail as provided in attachments (A) and (B). Perform exploratory excavation at both locations to confirm measurements / layout of each fire hydrant. Assume in proposal that the ground pipe is 6 ft below grade and is a 6 inch pipe. Provide proposal with breakdown of labor, material, equipment, and subcontractor (if using a subcontractor please list the vendor name and role in project) and proposed project duration in calendar days. Include clarifications and exemptions. Provide a construction means and methods statement no more than 500 words in proposal (shall correspond with schedule). MS project schedule with NTP on 10/1/21. Include procurement of materials and critical path activities. Include in proposal. Hourly labor rate breakdown for trades and overhead (used for justification in the event of a field change condition). Include in proposal. Relevant project experience (provide 3 relevant completed projects in the past 5 years include project scope, role in project, contract value, general contractor, project location and owner). Include in proposal. 3. Cleanup and Disposal 1. Housekeeping a) The contractor shall maintain a clean work environment, keeping surfaces in the area free of dust and debris. Dry sweeping or compressed air for cleanup is not authorized. b) At the end of each work period (not longer than 8 hours), the contractor shall use a HEPA vacuum to ensure all dust and debris have been properly collected and contained for disposal. c) If the COR and/or designated representative, finds the area unacceptable, the contractor, at his/her own cost, shall re-clean until acceptance is gained. The contractor is to perform the necessary corrective action immediately without exception. 2. Disposal of Trash and Hazardous Waste: a) The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government s final acceptance of work. b) The contractor shall comply with OSHA, EPA, the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of all waste and debris. 3.1 Testing and Acceptance All equipment shall be tested prior to the Government s final acceptance. All testing reports and specification documents must be provided to the Contracting Officer Representative, if applicable. 3.2 Cost Liability The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals. The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident. The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. 3.3 Protection of Work and Property a) The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center. b) The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage, and to avoid inconvenience to pedestrian movements. 3.4 Additional Work Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal and upon approval, a purchase order will be issued to authorize the work. 3.5 Performance Schedule All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 PM Eastern unless authorized by Engineering Services. 3.6 Period of Performance Work to begin within one week of contract award and to be completed within 45 calendar days. Contractor shall provide a project schedule with lead time for required materials. Completion date is based on working normal working hours as outlined in paragraph 3.5 Performance Schedule. Award will depend on availability of funds at time of award. All other details and information shall be contained in the solicitation which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about 08/27/2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement. Interested offerors are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time that proposals are due.
