- Presolicitation Notice for USAID�s JAL JANGAL (FRESHWATER AND FORESTS) ACTIVITY This presolicitation notice/synopsis is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions and FAR 5.204 requiring dissemination of information for presolicitation notices. The information contained herein is released for wide dissemination to all parties. The United States Agency for International Development in Nepal (USAID/Nepal) intends to release a solicitation based on a statement of objectives (SOO) for a new stand-alone JAL JANGAL (FRESHWATER AND FORESTS) activity. USAID/Nepal anticipates awarding one Cost-Plus-Fixed-Fee Completion-type Contract with a three-year base period and two 12-month option periods.� The total estimated cost-plus fixed fee of the Contract for the base period (first three years and the two additional option periods) is estimated to fall within the range of $32.3 million to $35.3 million. This procurement will be conducted under full and open competition procedures, for which Federal Acquisition Regulation (FAR) Part 15 procedures for contracting by negotiation and trade-off process will apply.� USAID encourages the participation to the maximum extent possible of small business concerns in this activity as a prime or subcontractor.� USAID also encourages proposals that include partnerships of teams � prime and subcontractors � with regional or local partners.��� Offerors are advised that this is NOT a formal Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract. Issuance of the RFP and award of a contract are subject to availability of funds and other internal USAID approvals. No questions or comments will be accepted by USAID/Nepal concerning this notification. This presolicitation notice is being issued for informational purposes only. USAID/Nepal expects to release a solicitation for this Activity on or about September 15, 2021. Offerors are advised to regularly monitor the beta.SAM.gov website for future updates or information and look out for a formal RFP.
