Description
Subject to availability of funds, the United States Agency for International Development in�Honduras (USAID/Honduras), intends to issue a Request for Proposal (RFP) for a combination award (FAR 16.102(b)) consisting of a Cost Reimbursement (Cost Plus Fixed Fee Completion) (CLIN 0001) and a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) (CLIN 0002) type contract , for an estimated period of five (5) years from the date of contract award.� The purpose of the �Justicia Efectiva Contra la Criminalidad y Corrupci�n� Activity (also referred to as �Effective Justice to Combat Criminality and Corruption�, �JECCC� and the �Activity�) is to reduce impunity, criminality, and corruption in Honduras by advancing an effective criminal justice system that upholds independence and integrity while increasing state legitimacy, civil society oversight, and citizen support for the rule of law. The Activity is expected to work within the criminal justice system to address targeted crimes, especially those that threaten Honduras security and stability as well as US national security and foreign policy goals, and where evidence demonstrates that they are root causes of outmigration. The commission of these targeted crimes increase citizen insecurity and, in the case of corruption, decrease confidence in the Government of Honduras (GOH) and its ability to address citizens� basic needs, including security.� Impunity, recidivism, and the pervasiveness of these crimes fuel the hopelessness that motivates outmigration on the part of many Hondurans.� DISCLAIMER The purpose of this notice is to comply with the synopsis and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Furthermore, this activity has been included in USAID�s Mission Business Forecast. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package may be limited to this electronic medium. This is not a solicitation. USAID/Honduras does NOT invite offerors to submit proposals in response to this pre- solicitation synopsis NOR will USAID/Honduras accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis. Prospective offerors are advised to periodically monitor the above website for updates concerning this procurement.� USAID/Honduras bears no responsibility for data errors resulting from this transmission. This pre-solicitation notice does not obligate USAID/Honduras to release a solicitation or award a contract nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal.
