- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This Request for Quote (RFQ) 15DDHQ21R00000012 - Specialized Tactical Training Course is being issued as a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6 and FAR 13.106, as supplemented with additional information included in this notice. This RFQ does not commit the government to pay any cost incurred in the submission of a Quote or to award a contract for Specialized Tactical Training Course. This notice is a 100% SB set-aside and the associated NAICS code: 611430 and small business size standard: $12 MIL 3. This requirement is to provide enhanced law enforcement training and emergency response techniques to 24 DEA agents. The vendor is required to provide a tailored curriculum to satisfy the learning objectives established in this RFQ: 5 day in person course for 24 personnel; Four instructors with experience conducting a wide spectrum of operations (direct action, clandestine reconnaissance, training and law enforcement agencies); and Assignment of a Project Manager. The program curriculum shall meet the requirement described by Drug Enforcement Administration, Office of Training and the Los Angeles Field Division that includes: (1) Specialized tactical entry Close Quarters Clearance (CQC) methods, (2) Hostage and Threat De-Escalation, (3) Active Shooter considerations (4) Team Sized Movement, (5) Breaching methods (6) Low or no light CQC considerations (7) Stairway/Hallway Movement (8) Role-player scenarios (9) Night vision operations in a CQC environment (10) Post-mission After Action Review (AAR) considerations (11) video debriefing; and� (12) Standard Operating Procedures (SOPs) review. Period of Performance: The training is projected: 09/13/2021 � 09/17/2021.� However, shall the dates change, the dates will not pass beyond 09/30/2021. Hours of instruction and Start/End Time: TBD C. Location: DEA�Los Angeles Warehouse in Montebello, CA D. EVALUATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis of award will be Lowest Price, Technically Acceptable (LPTA), quotes received shall be as all or none basis (Partial quotes are unacceptable). The following factors shall be used to evaluate offers:��� Technical Capability: Ability to meet the Government requirement for a program curriculum stated in Paragraph 3. Corporate Experience: Information of instructors who have relevant experience that will perform the requirement stated in Paragraph 3. Price: A single Quote to include all expenses (labor, lodging, travel, materials and/or training props) This RFQ document and incorporated provisions and clauses are those in effect through the Federal Acquisitions Circular FAC 2021-04 Effective January 19, 2021. This announcement constitutes the only RFQ; quotes are being requested. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Government anticipates award of a single Purchase Order with fixed unit prices. If necessary, an amendment with answers to questions will be provided prior to RFQ due date. The Quote must be received by September 6, 2021 at 9:00 am ET. The Quote shall be submitted via email.
